Since the beginning of 2008, GIZ has been carrying out a programme on behalf of the German Federal Foreign Office (AA) to strengthen the capacities of police structures in Africa. The programme is active in various African countries, supporting police institutions by providing expert advice, implementing training, providing infrastructure and equipment, and strengthening management and organizational capacities. The country measure Kenya is part of the programme since July 2019 and aims to strengthen the police in its investigative capacities and cooperation with other stakeholders in the criminal justice chain and the prevention of crime through a community policing approach.
Responsibilities
The technical expert is responsible for
- implementing daily operational/technical aspects of all issues related to the project.
- relationship management with all partner agencies by maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ
- supporting the planning and implementation of activities together with national and international partners and in close coordination with the head of project (e.g. trainings, workshops, etc.)
- monitoring and reporting on project progress in close coordination with the head of project as well as the programme coordination office in Berlin
- supporting the component’s knowledge management and internal/external communication
Tasks
1. Management and coordination
The technical expert
- Helps to identify the needs of the partner.
- draft concept notes for activities and ToR for services needed for the implementation of these activities.
- is jointly responsible with the partner institution or preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities.
- participates in formulating project action plans and helps to implement activities in accordance with the planned budgets.
- coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing the project.
- assists national and international advisers in carrying out their work.
- assists the project with all organisational and management issues.
- organises trainings and events.
- regularly consults with the head of project on all project activities.
2. Communication and networking
The technical professional
- Acts as the projects liaison officer and hence develops and maintains close contact with all important stakeholders.
- provides technical assistance to partners and external experts.
- ensures knowledge management.
3. Other duties/additional tasks

- performs other duties and tasks at the request of management.
Required qualifications, competences and experience.
Qualifications
University degree in political science, law, conflict studies or an area related to the thematic sectors of peace, security and governance (master’s degree or higher)
Professional experience
- At least 5-10 years of professional experience in peace and security, governance and development
- Knowledge of the police structures and the security sector in Kenya
- Prior work experience with police or prosecution or the political sphere in Kenya.
- Established interpersonal relationships with persons/institutions that are relevant to
the project. - Experience with organizational and management advise.
- Experience with activity management
- Experience with mainstreaming of cross-cutting issues (such as human rights, compliance and gender) during project implementation
- Team player, high commitment, flexible and resilient
- Excellent networking skills with actors from various institutions and political levels; diplomatic skills in dealing with clients and partners.
- Knowledge of project management instruments and procedures
- Excellent professional English: German is considered as an asset.
Other knowledge, additional competences
- good working knowledge of ITC technologies and computer applications (e.g. MS Office)
- strong managerial and organizational competence
- willingness to travel
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
