Minimum Requirements
- Be a Kenyan Citizen;
- Bachelor’s degree in any of the following: Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing, Law or their equivalent qualification from a recognized institution: and
- A Diploma in Supplies Management or its approved equivalent from a recognized institution.
- Demonstrate general administrative ability required for direction, control and implementation of Public Financial Management Act, 2012, the Public Procurement and Assets Disposal Act, 2015 and the regulations thereto.
- A certificate in Senior Management Course from a recognized insutution will be an added advantage;
- Served as a procurement officer in the public or private sector a minimum period of five (5) years;
- Demonstrate a thorough understanding of national goals, policies and development objectives and ability to align them to the County's mandate;
- Must satisfy the provisions of chapter six of the Constitution of Kenya 2010;
- Conversant with IFMIS and other revenue Management accounting Enterprise Resource Planning (ERP} packages:
- Amember of the Kenya institute of Supplies in good standing
- Attended a Senior Management Course ot Strategic Leaders Development programme lasting for at least four (4) weeks
- Proficiency in Computer Applicaton Skills relevant to financial management from a recognized institution

- Ensure procurement of goods, works and services are done within approved budget;
- Prepare, process and upload procurement with the medium-term fiscal frame work and fiscal plans on IFMIS in conformity submit them to the relevant authorities;
- Maintain proper inventory control, assets and stores management and distribution of goods to County entities by maintaining a stores management systems to manage inventory electronically;
- Enhance the preferences and reservation scheme in order to comply with the Public Procurement and Asset Disposal Act, 2015 and regulations, 2020;
- Maintain an updated list or register of prequalified suppliers;
- Maintain a monthly record of all contracts awarded giving specific details as per who won the tender;
- Analyze appropriate records to ensure that procurement process, decision, and contractual agreement are accurately documented for accountability and audit purpose;
- Preparation of management information and statistical reports;
- Ensure that the right goods and services are acquired for the Departments,
- Coordination of the selected bidder to ensure completion of administrative processes including Bid Security, contract award notice and distribution of contract documents accordingly;
- Coordinate the administrative process throughout the duration of the preparation of all documentation until the award of the contract;
- Maintain appropriate records to ensure that procurement process, decision, and contractual agreement are accurately documented for accountability and audit purpose;
- Perform other duties related to the field as assigned by the Director
- Supply Chain Management from time to time.
