Generic Professional Competencies

  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods 
  • Understanding of data and information needs for program management and decision making 
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies 
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods 
  • High level English language proficiency (speaking, reading, writing) 
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis (SPSS preferred) 
  • Experience using Power BI. Knowledge of SPSS, STATA, Epi Info  , or other data processing tools (desirable)

Generic Responsibilities:

  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.
  • Support and contribute to the development and implementation of MEL systems, including MEL Standard Operation Procedures, guidance, and tools. 
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL. 
  • Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis, and use. 
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment, or review. 
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports. 
  • Capacity building and training of programme and MEL support staff on MEL technical and conceptual areas. 
  • Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs. 
  • Adherence to NRC policies, and a specific responsibility for the NRC MEL functions policies and procedures.

Specific Responsibilities:

  • Work closely with partners’ programme teams to ensure smooth function of the MEL system including internal and external reporting. 
  • Lead the design and review of the MEL pack, which includes the Indicator Performance Tracking Log Frame, Activity Tracking Table, and MEL Plan. Maintain an updated indicator tracker.
  • Provide technical guidance and lead the capacity building of the consortium partner staff and stakeholders on implementing MEL within the project, including capacities for data collection, storage, indicator definition, and reporting.
  • Take the lead on project output and outcome monitoring and ensure that information reporting and sharing of systems fulfil the needs of the consortium, communities, government, relevant agencies, donors, and other stakeholders, and are in line with MEL standards.
  • Lead the documentation and sharing of MEL reports that facilitate evidence-based decision-making, both internally and externally with partners and donors. 
  • Support and ensure data generated through various data collection activities are of high-quality.
  • Develop sampling strategies, questionnaires, data collection, research protocols, as well as conduct data analysis and write up reports for MEL exercises.
  • Coach and mentor partners staff members to develop their skills and ensure high-quality evidence-based reporting as well as support efforts to enhance agency’s MEL systems and standards by developing SOPs and technical guidelines.
  • Assist in implementation of the Complaint Response and Feedback Mechanism (CRFM) for the consortia by creating needed grievance tools.
  • Participate in logframe design during project proposal process to support on indicator formulation.
  • Complete data analysis of outcome data and support with qualitative data analysis as well as internal/external reporting where necessary.
  • Carry out lessons learned exercises and after-action reviews and other learning activities as agreed and discussed with the senior management and program staff.
  •  Reporting output and outcome data in Global Output and Outcome Reporting System (GORS).
