Minimum Recruitment Standard
- MB.BS, MB.BCh or MD PLUS Master's in Public Health (MPH) or PhD, DrPH or similar post-graduate degree (in epidemiology, public health or related fields).
- A minimum of 5 years of experience in the planning, implementation, monitoring, and evaluation of large-scale HIV-related programs in resource-limited settings, with at least 1 year in a program leadership position with responsibility for PEPFAR performance objectives.
- Demonstrated technical expertise in HIV care and treatment, and excellent grasp of clinical issues and current literature in HIV treatment.
- Prior experience in training, mentoring, and supervision of multicultural facility and community-based clinical and program teams (including institutionalization of relevant review meetings at the service delivery level).
- Proven experience in establishing and building working relationships and collaborating with relevant stakeholders (SMOHs, HMBs, SPHCDAs, SACA, allied ministries, departments, and agencies as well as non-governmental sectors) for technical success and visibility of PEPFAR programs.
- Ability to work independently, manage tight deadlines and deliver high volumes of work with minimal supervision.
- Strong computer skills with competencies in MS Office Suite required.
- Ability to interact professionally in English and oversee the production of comprehensive program reports.

Job Description
- Provide technical leadership in the implementation of high-quality TB/HIV and NCD interventions in the state.
- Provide technical leadership in the integration of TB/HIV and other integrated medical services in the state.
- Develop or review guidelines, tools and recommendations related to the implementation, evaluation and clinical monitoring of TB/HIV and NCD interventions.
- Maintain a high level of expertise and innovation in the delivery of TB/HIV and NCD services.
- Foster a culture of innovation and continuous improvement, driving data-driven decision-making and promoting best practices.
- Provide direct oversight and strategic direction to a team of technical staff focusing on TB/HIV and NCD integration, fostering their professional development and ensuring efficient program implementation.
- Lead efforts to identify and address capacity-building needs across the organization concerning TB/HIV and NCD program implementation.
- Engage with public and private sector stakeholders and donors to share and document best practices in TB/HIV and NCD program implementation in Nigeria.
- Contribute to the development of program strategies, work plans, and budgets and represent ECEWS to donors and government officials on issues of TB/HIV and NCD integration at the State.
- Contribute to the advancement of evidence-based TB/HIV and NCD interventions.
- Perform other duties as assigned.
