The Senior Manager, Advocacy and Strategic Partnerships holds the overarching responsibility of leading the development and execution of partnership strategies, engaging with government agencies, and spearheading advocacy efforts to enhance and fortify Community Health (CH) interventions on both national and sub-national levels. This pivotal role involves fostering impactful collaborations, managing key stakeholder relationships, contributing to organizational strategy, and advocating for evidence-based CH policies at a broader scale. Additionally, the Senior Manager serves as a crucial representative of the organization in external forums, remains informed about industry trends, and empowers staff for effective community health advocacy at the district level. A core component of this role is building and strengthening strategic relationships with central and local governments, alongside key community health partners. By enabling decision-makers and policymakers to utilize Living Goods' evidence and data, the Senior Manager contributes to the development and promotion of strategies and resources, ultimately reinforcing a government-led CH system. Success in this position requires a comprehensive understanding of the CH ecosystem, policymaking landscape, and the collaborative contributions of partners and local governments to advance Living Goods' 2022–2026 strategic plan.

Experience:

• Over 7 years of relevant experience within a similar organization, including a minimum of two (2) years at the managerial level.

• Minimum of 5 years of experience engaging at the senior management level, specifically in identifying new opportunities and fostering strategic partnerships.

• Demonstrated experience in scoping partnerships with Governments and NGOs in both health and non-health sectors.

• Proven track record of working strategically and contributing to the development of organizational strategy.

• Exceptional quantitative and qualitative analytical skills.

• Extensive experience in project leadership and management.

• Demonstrated ability to drive initiatives independently with minimal support.

• Excellent communication and interpersonal skills, with the capability to interact effectively at the senior level of government and engage with a diverse spectrum of stakeholders.

• Hands-on experience navigating the complexities of the government relations process at both national and sub-national levels.

Partnership Development and Engagement:

• Collaborate with the Director PAC, DCD, and Senior Manager DH to co-lead the implementation of the LGU partnership strategy, enhancing external strategic partner engagement for measurable outcomes in Community Health (CH) interventions.

• Forge and enhance strategic partnerships with organizations driving Uganda's community health priorities, ensuring impactful collaborations.

• Develop and maintain a strong network of NGOs/CSOs to build a pipeline of opportunities.

• Lead partner relationship management efforts, emphasizing sustainability and growth of current partnerships.

• Identify and target new opportunities to work with Government and other implementing partners supporting specific initiatives.

• Promote the adoption of DESC elements for strengthened CH programming, utilizing the Maturity Matrix for sustainability, and track progress through measurable metrics.

• Collaborate with Living Goods’ Business Development team to support the preparation of bids and proposals aligning with strategic partnership objectives.

Collaboration with Government Agencies at National and Sub-national Levels:

• Actively engage in strategic MoH task-team meetings and technical working groups, serving as the advocate for LG's strategic agenda to promote Government leadership and ownership of CH.

• Collaborate with MoH and District Health Teams to facilitate the registration of LG-supported Community Health Workers (CHWs) in the national registry, ensuring seamless integration and compliance with national standards.

• Oversee the progress and performance of interns and MoH secondments, providing comprehensive reports for effective implementation.

• Provide support to LG Learning Sites in maintaining active Memorandums of Understanding (MoUs) with the District, ensuring alignment with current scope and up-to-date representation.

• Identify, map, and manage relationships with key Ministries, Departments, and Agencies (MDAs) contributing to effective Community Health (CH) programming.

Advocacy and Influence:

• Spearhead the involvement of advocacy coalitions to champion a comprehensive DESC-supported Community Health (CH) system.

• Develop Local Government Unit (LGU) advocacy strategies for national policies, fostering evidence-based CH interventions' adoption and expansion on a national scale.

• Engage in national/regional/global CH Advocacy platforms like CHIC to align with partners and stay informed about global trends and updates in Community Health.

• Contribute to documenting government policies and strategies relevant to implementing LG strategic direction for broader organizational awareness and engagement.

• Represent the organization in external high-level meetings, workshops, and conferences.

• Stay up to date on national and regional trends and developments in community health, health financing, and mHealth solutions; collaborate with business development teams to understand various funding opportunities.

• Strengthen staff capacity through training programs, empowering field teams as strategic advocates for community health at the district level and providing ongoing mentorship for sustained effectiveness.

• Develop a quarterly progress report/update on Uganda policy, advocacy and influence developments for LG internal consumption.
