Description
Required Education, training, license, registration, and/or Certification
- Master's degree in social work, International Development, Child Development, International Relations, Humanitarian Protection, Human Rights, or other relevant degree.
- Certification or other similar qualifications of capacity to facilitate trainings and provide coaching and supervision to key Protection, Child Protection technical packages (i.e. Case Management Training Package, Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, Unaccompanied and Separated Children Toolkit, Community Based Complaints and Reporting Mechanisms),
Required Professional Experience
- Minimum 7 years of experience in a technical position related to child protection in humanitarian settings.
- Experience mentoring and coaching staff to improve CP technical quality, as well as mainstreaming in key sectors such as Education, Food Security and Livelihoods, WASH, Health & Nutrition etc.
- Experience in donor related project design and proposal development, including grant acquisition with public and private donors such as USAID/BHA, ECHO, FCDO, GAC, ADH, etc.
- Demonstrated experience in developing and facilitating training across different cultures and language contexts including developing curriculum, session plans and training materials
- Experience living and working in a fragile/humanitarian context preferred.
- Experience and understanding of the humanitarian architectures, clusters’ approach, standards and humanitarian funding cycle is essential.
Responsibilities
60% Technical Leadership and Strategic Development
- Lead the development, testing/learning and timely revision of CHILD PROTECTION IN EMERGENCIES strategies and approaches in line with the objectives of WV’s Response Strategy and the Country technical and/or Humanitarian Response Plan (NHRP where available).
- Seek collaboration with other sector teams to support and grow integrated programme for child-wellbeing outcomes, including specifically integration work with food security, education and MHPSS
- Ensure CPiE considerations are mainstreamed into all WV’s sector strategies and approaches
- In coordination with Programme/GAM teams, support the design and development of new CHILD PROTECTION IN EMERGENCIES project proposals/concept notes, contextualizing existing approaches, and supporting donor/external engagement with the aim of increasing funding for CPiE
- Provide technical leadership to CHILD PROTECTION IN EMERGENCIES - related case studies, learning reviews and publications within the Response
- Deployments and technical assistance to the field/response settings
- Deploy and/or offer remote/virtual technical assistance to response/field teams with technical programming support, to gap-fill for CPiE roles, provide capacity building, and/or strengthen systems and processes for CPiE
End Results
- WV Strategy is informed by up-to-date information on CHILD PROTECTION IN EMERGENCIES sector needs and priorities.
- CHILD PROTECTION IN EMERGENCIES technically sound concept notes and proposals developed and submitted align with sector standards and evidenced approaches, and donors/external parties sufficiently and effectively engaged.
- Effective integrated programmes that address the holistic needs of crisis-affected children and their families.
20% Organization and Staff Capacity Building
- Promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, child protection minimum standards, IASC guidelines
- Develop contextualized training or other guidance materials for CHILD PROTECTION IN EMERGENCIES staff and partners based on project needs and assessment findings
- Lead the hiring process for qualified local and expatriate staff to implement CHILD PROTECTION IN EMERGENCIES and/or integrated programmes when requested by field offices/responses and/or regions.
- Lead the recruitment process and ensure ongoing engagement of the CPiE roster.
- Support response leadership in partner identification by using sector guidance, competency frameworks and other tools tailored to assess partners capacity to respond for CHILD PROTECTION IN EMERGENCIES in line with WV and interagency standards
- Support the Safeguarding Advisor to establish/strengthen the safeguarding mechanisms within the Response, including partner agencies
- Facilitate training opportunities for CHILD PROTECTION IN EMERGENCIES, other sector teams and partners on CHILD PROTECTION IN EMERGENCIES-related topics and integration
End Results
- Relevant staff have needed knowledge and skills to implement quality standalone and integrated CHILD PROTECTION IN EMERGENCIES programmes.
- Consortium or partnership established with competent local partners
- Qualified staff and/or partners are recruited to implement CHILD PROTECTION IN EMERGENCIES and/or integrated programmes, both for full time positions and for the CPiE roster (surge)
10% External Engagement and Networking
- Participate, and whenever possible lead, in the Alliance for CPHA, the Protection Cluster and other relevant task forces as deem necessary for strong coordination efforts and to leverage WV’s CHILD PROTECTION IN EMERGENCIES expertise and be considered as partner of choice
- Actively contribute to the discussions and development of Humanitarian Response Plan (HRP) and relevant process to shape the priorities and directions for CHILD PROTECTION IN EMERGENCIES in early stages of the emergency; and lead on facilitating CP coordination tools and guidelines
- In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritize CHILD PROTECTION IN EMERGENCIES interventions for new program ideas and approaches based on evidence.
- When appropriate, build relationships and ensure coordination with the national/local government ministries to contribute to strengthening the formal CP system in the Response
- Enhance World Vision’s visibility and leverage World Vision’s CHILD PROTECTION IN EMERGENCIES expertise as a partner of choice in external engagement opportunities.
End Results
- WVI represented in external networks and partnerships to highlight ongoing learning, contribute to global-level discussions, and participate in the development and review of child protection related strategic guidance and materials
10% Assessing Monitoring and Reporting
- Ensure the inclusion of CP questions in internal or interagency assessments to allow the identification a robust CHILD PROTECTION IN EMERGENCIES package for the response, as a standalone program and/or integrated programs
- Conduct regular monitoring and analysis of the CP concerns and use the data to inform decisions on future priorities/strategies
- Contribute to the monitoring and real-time evaluation on CHILD PROTECTION IN EMERGENCIES activities for quality assurance and lessons-learnt for on-going adaptation and improvement of WV CHILD PROTECTION IN EMERGENCIES activities
- Support MEAL team to develop monitoring & evaluation tools to measure CP outcomes and build staff capacity on the use of the tools
- Review grant progress/final reports and M&E reports ensuring compliance with WV expectations and donor requirements
