Community Forests Pemba (CFP) is a Tanzanian non-governmental organization founded and headquartered on Pemba Island, Zanzibar which has been working with local partners and its international sister organization, Community Forests International (CFI), since 2008 to advance shared goals of social, economic, and ecological prosperity. Together we have planted over 3 million trees, innovated several new climate-smart community enterprises, and demonstrated that the best solutions come directly from the people who need them most.
CFI and CFP are collaborating with a variety of stakeholders to implement the 2-year, Global Affairs Canada Funded ‘Zanzibar Women’s Leadership in Adaptation Project (ZanzAdapt)” Project. The project will improve gender equality and nature-based climate adaptation capacity in vulnerable coastal communities on Pemba and Unguja Islands, Zanzibar. Project outputs will primarily benefit women and their households and communities through regenerative livelihood actions that increase ecological, social, and economic resilience to climate change.
About the role :
The ZanzAdapt Contract Manager will play a significant coordination role in helping deliver Community Forests ZanzAdapt project alongside a comprehensive suite of partners, contractors and stakeholders. The project aims to empower women through forest-based solutions that address gender inequality, climate change, and economic vulnerability.
As a Contract Manager, you’ll facilitate the integration and cooperation of consultants, experts, and partners by ensuring good flow of communication, legal compliance of contracts, and seamless collaboration with Community Forests staff to deliver project activities.
The Contract Manager will work closely with the International Partnership Manager, Operations Director, Zonal Operations Managers, Financial Director, and Field Staff to structure and coordinate collaborations between Community Forests and external contractors. The Contract Manager will be instrumental in developing important structuring and legal documents including terms of reference (ToR), memorandum of understanding (MoU) and service agreements (SA). The Contract Manager will facilitate contractor recruitment and provide hands-on coordination and management of contractors from onboarding to completion, ensuring seamless collaboration and communication throughout the contract. The ideal candidate will be an excellent communicator with strong organizational and facilitation skills, high accountability, and a good eye for detail.
Communications and Contract Management
Facilitate clear communication, collaboration, and regular information flow between Community Forests and external contractors, partners and stakeholders.
Develop and facilitate clear and easy-to-use planning processes, including meeting agendas, schedules, and meeting notes to provide smooth collaboration and timely execution of contractor activities.
Support management in planning and coordinating of contractor activities from week to week including assisting with planning, problem-solving, external partner relations, and implementing specific project actions across multiple teams and geographical locations to achieve project milestones and deliverables.
Track, document, and provide regular updates on contract progress, including identifying opportunities and challenges related to contractor activities to inform planning and operations.
Maintain open communication with key Community Forests managers and ensure they are informed and aligned on the particulars of each contract/agreement. Provide clear explanations and guidance to management regarding contract terms, procedures, and potential implications.
Attend management and daily field operations meetings to provide updates and work with the team to synchronize project operations and MEL activities with current and planned contractor activities.
Lead the development of documents including terms of reference (ToR), scope of work (SoW), memorandum of understanding (MoU), Service agreements (SA), and other contracts and agreements required and ensuring they comply with the organizational and project policy/goals and all legal requirements.
Facilitate prompt coordination and input from project staff and experts to review, and finalize documents including terms of reference (ToR), scope of work (SoW), Request for proposals (RFP), memorandum of understanding (MoU), Service agreements (SA), and other contracts and agreements.
Lead the dissemination and advertisement of requests for proposals (RFP) and other contractor recruitment postings by following organizational and funder procurement policy and proper procedures to ensure a fair and equitable process.
Organize and facilitate the contractor selection committee, including coordinating with contractor candidates, scheduling interviews, and performing other recruitment-related tasks as needed.
Act as the primary point of contact for contractors involved in the ZanzAdapt initiative. Assist in communicating contract details, and expectations, and addressing any questions or concerns through the lifecycle of the contract.
Maintain regular and frequent communication with external contractors and project staff to foster positive relationships and ensure all parties involved have a clear understanding of the contract, their role, and the project’s overall goals.
Responsible to onboarding new contractors quickly and efficiently, including helping to form and facilitate small working groups that will work directly with contractors to achieve project activities, outputs and outcomes.
Lead the refinement and any adaptation to ToR or SoW as needed with consultant(s) and project management. Use these core documents to structure an accountability framework and create additional documents and processes as needed to ensure successful collaboration and delivery of the contract.
Key Performance Indicators
Experience drafting contracts and agreements
Proficiency in digital applications including but not limited to Excel, Word, Power Point.
Excellent written and oral communication skills in English and Swahili
Strong project design and management skills including a high level of proficiency in operational planning, scheduling, and budget management.
Good understanding and ability to interpret and develop contracts and agreements including the ability to identify potential risks, and ensure compliance with internal and external regulations.
Location & Travel
Occasional travel outside these working areas may be required. The selected candidate will be positioned in Zanzibar City, Unguja, Zanzibar. There will be periodic travel required between offices. Occasional travel outside these working areas for various purposes including representing the ZanzAdapt project may also be required.
