Background:

The advisor will contribute to Output 4 of the "Strengthening Good Governance in Kenya" project, which focuses on combating illicit financial flows (IFF) and enhancing financial integrity. This position plays a critical role in supporting the development of legal frameworks and the capacity of law enforcement and regulatory bodies to address money laundering, terrorist financing, and other forms of financial crime in alignment with international standards such as the Financial Action Task Force (FATF).

Key Responsibilities:

  • Provide expert advice and technical assistance to government institutions on the prevention of illicit financial flows (IFF) and the enforcement of anti-money laundering (AML) and counter-terrorist financing (CTF) measures.
  • Support the development and implementation of legal and regulatory frameworks related to IFF, in collaboration with key partners.
  • Work with law enforcement agencies to improve their capacity to detect, investigate and prosecute money laundering and terrorist financing cases.
  • Support in capacity building of relevant agencies to ensure effective asset recovery.
  • Provide training and capacity building for reporting entities and regulators on supervision and compliance with Financial Action Task Force (FATF) obligations.
  • Assist in developing and improving inter-agency cooperation mechanisms for the investigation and prosecution of financial crimes as well as asset recovery.
  • Prepare technical reports, policy briefs, and presentations to communicate the progress of initiatives and share best practices with stakeholders.
  • Ensure alignment of activities with Kenya’s Vision 2030, the FATF Action Plan, and relevant SDG targets, particularly SDG 16 (Peace, Justice, and Strong Institutions).
  • Formulate job descriptions and terms of reference, oversee and manage consultancy contracts.
  • Ensure effective knowledge management, contributing to the documentation of best practices and lessons learned in combating IFF and financial integrity.
  • Promote networking and cooperation with relevant stakeholders, including government bodies, financial institutions, civil society organizations, and international partners.
  • Contribute to the monitoring and evaluation (M&E) framework, ensuring that all project activities related to combating IFF and financial integrity are effectively tracked and reported.
  • The position holder might be asked to perform tasks outside the scope of the job description.

Main activities

  • Provide technical expertise on combating illicit financial flows (IFF) and strengthening financial integrity.
  • Organize capacity-building workshops for government officials and stakeholders on IFF and AML/CFT.
  • Assist in developing training material, tools and methodologies for risk assessment, monitoring and supervision, financial investigations, and AML/CFT compliance.
  • Collaborate with national and international partners to enhance coordination in combating financial crime and promoting financial integrity.
  • Contribute to the development of reports and case studies documenting progress in combating IFF and strengthening financial integrity.
  • Support in the implementation of FATF action plan.

Qualifications and specialist knowledge

  • Master’s degree in public administration, Law, Economics, Finance, or a related field.
  • At least 5 years of professional experience in a comparable position.
  • Expert knowledge in the relevant thematic areas of combating illicit financial flows, anti- Money laundering, counter terrorist financing, and financial crime.
  • Experience of working with government, financial institutions, and civil society organizations.
  • Work experience in the context of international development cooperation is an advantage.
  • Excellent understanding of the political, economic, and social context of Kenya.
  • Very good working knowledge of ICT technologies (related software, phone, email, internet) and computer applications (e.g., MS Office).
  • Excellent communication skills in English; diplomatic skills are necessary.
  • Strong project management skills with a solid understanding of preparing and managing budgets, and the ability to manage multiple tasks.
