GIZ supports the German Government in achieving its goals in international cooperation for sustainable development
The Youth Employment and Vocational Training Project is a bilateral project which started in Kenya in 2019. The project is jointly financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Ministry of Foreign Affairs (MFA) Finland and implemented by GIZ – German International Cooperation Agency. The project is implementing the Dual TVET approach in Kenya in close collaboration with the Private Sector Industries. The aim of the project to boost the employability of young people in Kenya by ensuring industry-oriented programmes and curricula are implemented in TVET schools
The programme contributes to the implementation of the TVET reform process in Kenya and to the development of the framework conditions for employment-oriented technical vocational education and training. The main implementing partner is the State Department of TVET in the Ministry of Education.
Responsibilities
The Embedded Advisor will be based at the Dual TVET Coordination office to be established within the State Department of TVET in the Ministry of Education and work under the direct supervision of the Component Lead for Output 2 & 3. You will be responsible for:
Supporting the establishment of the Dual TVET Coordination Office at the Ministry of Education
Providing strategic advise and expertise for the operationalization of the Dual TVET Coordination Office to undertake Industry Liaison activities to support Dual TVET Programs
Working closely with the Ministry of Education, State Department for TVET to foster effective collaborations, enhance industry partnerships, and promote alignment of TVET programs with industry needs.
Tasks
The Embedded Advisor will be responsible for the following tasks:
Support the Dual TVET Coordination office at the Ministry to develop a comprehensive strategic plan, outlining its goals, and action steps to achieve effective and
sustainable industry collaboration and engagement.
Contribute to the development of policies, guidelines, and frameworks that govern the
operations of the Industry Liaison activities under the Dual TVET Coordination office.
Collaborate with TVET institutions to understand their industry engagement needs and facilitate the creation of partnerships and collaborative initiatives.
Identify capacity building needs for staff at the Dual TVET Coordination Office and and further organize relevant training programs, workshops and seminars to enhance their
knowledge and skills on establishment and maintaining industry partnerships
Coordinate with the Dual TVET Coordination office to identify capacity development needs for TVET institutions and staff responsible for Industry Liaison activities and develop appropriate trainings for them
Advise on the development and implementation of innovative and effective strategies to strengthen industry linkages for the successful implementation of Dual TVET in Kenya.
Support the design and implementation of monitoring and evaluation systems to track the performance and impact of the Industry Liaison activities, informing continuous improvement of Dual TVET
Coordinate with region based private sector specialists and TVET specialists to
harmoniously undertake industry engagement activities for effective implementation of Dual TVET programs in Kenya
Preparation and management of consultancy assignments by internal and external experts and consultancies in the field of responsibility
Support documentation and dissemination of good practices
Close cooperation with the International and National Experts of the programme
Participate and represent GIZ in relevant meetings directly related to the programme

Required qualifications, competences and experience
Qualifications
Bachelor’s degree in the area related to education, skills development, business administration, Technical and Vocational Education and Training (TVET)
Professional experience
3 - 5 years’ professional experience in industry collaboration, partnerships, or similar roles, preferably in the education sector.
Strong understanding of TVET systems, industry needs, and labor market dynamics.
Experience and knowledge on implementation of Dual TVET programs
Knowledge of policy development, strategic planning, and program management.
Other knowledge, additional competences
Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
Excellent communication, negotiation, and interpersonal skills to engage with diverse stakeholders.
Ability to work collaboratively in a cross-functional environment, demonstrating flexibility and adaptability.
Consulting and advisory skills
Experience in M & E
Perfect English (oral and written)
