With its develoPPP program, the German Federal Ministry for Economic Cooperation and Development (BMZ) promotes private-sector activities where entrepreneurial opportunities
and development policy meet. Its core purpose is to foster public-private partnerships that deliver sustainable development outcomes while creating economic opportunities in developing and emerging markets. The programme supports diverse sectors by matching private sector investment with public funding and development expertise, with the aim of producing both business success and measurable development impact.
The Digital Outsourcing Jobs for Kenya’s Youth (DOJ) develoPPP project aims to create sustainable employment for young Kenyans by strengthening their participation in the global digital economy. It addresses the mismatch between the growing demand for IT and outsourcing talent from international companies in the global north (particularly in Germany) and the limited work-readiness, practical skills, and industry alignment of many local graduates. The project’s objective is to bridge this gap by equipping youth with market-relevant technical, soft, and cultural skills, while directly linking them to decent jobs in digital outsourcing and remote work. Overall, the initiative targets the training of 2,000 young people and the placement of at least 1,000 into high quality employment opportunities.
To achieve this, the project follows a demand-driven, public-private partnership approach implemented jointly by GIZ and German and Kenyan private sector partners. It combines three core components: building market linkages with German and international employers, upgrading training curricula and delivering industry-aligned digital and soft-skills programmes through universities and training providers, and operating a digital jobs platform that matches verified
candidates with employers. By coordinating companies, training institutions, industry associations, and government stakeholders, the project strengthens Kenya’s outsourcing ecosystem and creates a sustainable pipeline of work-ready talent for international markets.
Responsibilities
A. Responsibilities
Under the technical guidance of the DTC Technical Lead on Global Digital Jobs and IT-Outsourcing, the Private Sector Cooperation Advisor will have the following responsibilities:
Outreach and coordination of partnerships with the German private sector and the recruitment industry on IT cross-border collaboration and digital talent hiring from Kenya
Promotion of the Kenyan IT-Outsourcing (IT-O) and Global Business Services (GBS) sector in Germany and its value propositions
Coordination of Business-to-Business (B2B) matchmaking activities such as B2B Missions, Trade Fair participation, online events, etc.
Supervision of service contracts to IT vendors, consultants and Marketing/P&R service providers
Technical reporting on activities and achievements to the commissioning party and GIZ HQ, including updates for the project monitoring system
B. Tasks
Reach out to German business, recruiters, business associations and chambers to
promote Kenyan talent, forge partnerships and map demand for IT talent and services.Support the development and implementation of the project communication strategy to promote Kenyan IT talent and digital services in Germany.
Coordinate with German institutional partners and maintain strong partnerships.
Plan and implement B2B activities such as B2B missions, conference sessions, trade fair booths and virtual events.
Engage stakeholders in Germany and Kenya for skill and business demands in the technical areas such as e.g. process automation, artificial intelligence, cybersecurity and software services.
Prepare and manage service contracts and the contractors.
Coordinate the activities with the GIZ Digital Transformation Centre Kenya programme and align with similar projects in the GIZ Africa portfolio.
Support the monitoring and reporting

C. Required qualifications, competences and experience
Qualifications and professional experience
Completed university degree in the field of political science, political communications, economics, business studies, international relations, law or a similar subject (advanced degree will be considered an advantage)
7 years of experience in cooperation with the private sector in the digital economy, ideally with a link to the German private sector.
5 years of experience in business development and/or managing partnerships with German private sector partners, experience in the digital economy would be an asset
Other knowledge, additional competences
Excellent sales, strategic, and networking skills, as well as confidence in dealing with senior business leaders
Experience in marketing and sales and key account/partnership management would be an asset
Proven in-depth knowledge in the areas of digitalization and private sector cooperation with the digital economy, as well as high affinity for technology-related topics and trends
Experience with facilitation of B2B activities between Germany and Kenya, as well trade fair events/trade delegations
Good knowledge of GIZ internal and procurement processes
High level of organizational, communication, reporting, and writing skills
Ability to prioritize and deliver assigned tasks diligently under strict deadlines
Excellent skills in writing and speaking English
Willingness to travel also regarding international business trips is required
Proficiency in MS Office, ideally MS Office 365
