Qualifications

  • Advanced Degree in Public Health, Public Administration, Social Sciences or related discipline required.
  • At least seven years of experience in monitoring and evaluation of public health programs.
  • Demonstrated experience working with development agencies and organizations, government officials, civil society leaders, community leaders, project beneficiaries and project staff.
  • Demonstrated technical skills in monitoring and evaluation of public health programs including the development of M&E tools, data collection, and analysis.
  • Experience working with donor-funded M&E systems highly preferred.
  • Demonstrated supervisory, collaboration, and team building skills.
  • Strong interpersonal, writing, and oral presentation skills in English required.
  • Proficiency in Microsoft Word, Outlook, Excel, PowerPoint, and other data visibility applications such as Power BI or Tableau
  • Demonstrated ability to work effectively both independently and as a team member.

Interpersonal Competencies:

  • Ability to work with other team members, flexibility, decisiveness and personal integrity.

Language:

  • Fluency in English (speaking, reading, and writing).

Strategic Quality Management:

  • Lead the development and maintenance of digital data collection tools and ensure reporting of relevant activity indicators on digital dashboards to the project’s stakeholders.
  • Create an environment across project intervention states/zones and activities that encourages timely data inputs into the central data system and usage of data for decision-making at the zonal, state and national levels.
  • Implement a project Collaborating, Learning, and Adapting (CLA) approach that will integrate outputs from analysis of routinely collected data; lessons learned and best practices.
  • Develop and implement a strategy to enhance data use across the pharmaceutical and supply chain systems that combines increasing awareness and understanding of data among stakeholders.
  • Provide technical support to technical teams and project counterparts in state-of-the-art data use, creation of data-rich presentations and project reports.
  • Lead the tracking and updates of all 3PLs-related incidents on the project’s incident management tool and liaise with the supply chain operations and risk team in ensuring incident management underlays 3PL performance and contract management.
  • Any other tasks assigned by the Senior Manager, TQM.

Performance Monitoring / Analysis and Risk Assessment:

  • Compile and trend key performance indicators (KPIs) and metrics related to quality performance to drive continuous improvement across all stakeholders.
  • Analysing data to identify trends, patterns, and anomalies will enable data-driven decision-making by Senior Management team.
  • Perform on-site supplier visits for root cause analysis and verification of corrective actions of supplier quality issues.

Training and Development:

  • Track training programs and workshops to equip staff with the knowledge, skills, and tools necessary to uphold quality standards and contribute to quality improvement initiatives will be a priority for the Senior Manager for Total Quality Management.
  • Follow up with planned trainings, workshops and ensure training records and associated documentation are maintained via individual training folders and kept audit ready.

Issue Resolution and Communication:

  • Provide quality-related data and trends for the Senior Manager, Total Quality Management to ensure clear and transparent communication with internal and external stakeholders.
  • Promptly addressing quality-related inquiries, escalations, and issues will be vital to managing expectations, addressing concerns, and maintaining trust in the organization's ability to deliver quality services.

Continuous Improvement:

  • Lead analysis of routinely collected data to assess progress, identify areas of improvement and support the project’s continuous process improvement initiatives through structured performance review meetings with the internal departments.
  • Continuously tracking the progress of projects against agreed Key Performance Indicators to enhance the quality and effectiveness of logistics operations for the Malaria Component of the Global Fund Grant Cycle 7 in Nigeria will be a primary objective.
  • Document, structure and develop knowledge experience, produce learning materials that will be archived for internal use within the context of the contract in Nigeria and subsequently for implementation of the 4PL strategy for other funders (USAID, Global Fund, etc.) in Nigeria and other countries.
