Qualifications
- Hold a Master's degree or any other equivalent qualification in cultural industries, cultural heritage, intellectual property (copyright) or any other relevant field in the arts and culture sector, issued by a recognized university.
- Demonstrate ten (10) years of professional experience, including at least two (2) years in a relevant international position and two (2) years in a management position;
- Demonstrate technical knowledge of theories, principles and methods in the fields of cultural industries, cultural heritage, intellectual property (copyright) and/or social sciences applied to arts and culture;
- Have a good command of the theories and practices relating to the management of programmes and projects in the fields of cultural industries, cultural heritage and intellectual property (copyright), as well as approaches to monitoring and evaluation, training and capacity building in these fields;
- Demonstrate a good command of ECOWAS cultural policy and related fields, as well as a good understanding of the role of culture in empowering and giving responsibility to different actors.
Responsibilities
- Organize the division, in collaboration with the staff under his authority and the other divisions;
- Plan and supervise the implementation of activities related to the development of arts and culture in the region;
- Ensure the implementation of the division's projects and action plans, in accordance with the directives and guidelines of the Director, Commissioner or Chairman of the Commission;
- Prepare and submit to management progress and evaluation reports on the status of the implementation of artistic and cultural projects;
- Perform any other task assigned by the Commissioner or the Director within the normal scope of their responsibilities;
- Design, plan, implement and monitor the division's budget;
- Seek additional funding for the implementation of the division's projects;
- Develop, in collaboration with the staff under his authority, an action plan for the management of the division;
- Design a performance contract for the division's staff, in close collaboration with the Human Resources Department;
- Organize regular consultations with the division's staff;
- To monitor and coordinate exchanges with Member States as well as with technical and financial partners in the field of arts and culture;
- To contribute expertise in the implementation of projects and programs related to arts and culture.
