Qualifications
- Master's degree (or equivalent) in Cultural Industries; Cultural Heritage; Intellectual Property (Copyright); or relevant fields in the arts and culture, obtained from a recognized university.
- 10 years of professional experience, including 2 years of relevant international work and 2 years in a supervisory role.
- Technical knowledge of theories, principles and methods in the areas of cultural industries; cultural heritage; intellectual property (copyright) and/or social sciences in the areas of arts and culture.
- Knowledge of theories and practices in program and project management in the cultural industries; cultural heritage; intellectual property (copyright), monitoring and evaluation, training and capacity building in the cultural industries; cultural heritage; intellectual property (copyright).
- Solid knowledge of ECOWAS policy on cultural affairs and related areas, and a strong appreciation of the role of culture in empowering and enabling other actors.
Responsibilities
- To coordinate the activities of the Division, in conjunction with the personnel under their authority and other divisions.
- To plan and monitor the implementation of activities related to the development of arts and culture in the Region.
- To ensure the implementation of the Division's projects and action plans, in accordance with the guidelines provided by the Director, the Commissioner, or the Chairman of the Committee.
- To prepare and submit progress and evaluation reports to management regarding the status of artistic and cultural projects.
- To perform any other tasks assigned by the Commissioner or the Director within the normal scope of their responsibilities.
- To design, plan, implement and monitor the Daivision budget.
- Seeking additional funding for the implementation of the Division's projects.
- Develop an action plan for the Division's management, in collaboration with the employees under their authority.
- To develop a performance contract for the Division's human resources, in close collaboration with the Human Resources Department.
- Organize regular meetings with the Division's staff.
- To ensure the monitoring and coordination of exchanges with Member States and technical and financial partners in the field of arts and culture.
- To provide specialized knowledge in the implementation of projects and programs related to arts and culture.
- To plan and monitor any recruitment needs or collaboration with consultants in the arts and culture sector.
