Requirements
- The applicant must hold an Advanced University Degree (Master’s degree Or equivalent )in computer science, Information Systems or other related scientific or technical disciplines is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least ten years of professional experience in developing, implementing, managing, and overseeing e-governance projects involving: data governance, enterprise architectures, business process engineering, system design, and systems integration is required
- Specific experience in designing enterprise information architectures as well as managing/implementing IT projects for public sector institutions is required
- Professional experience in the design and development of integrated information systems based on an interoperability framework for data and information exchange is desirable
- Proven working experience in the design of enterprise criminal case management systems in Uganda’s Justice, Law, and Order Sector – specifically in the core criminal justice chain (Police, ODPP, Judiciary and Prisons is desirable.
- Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage

Specific tasks to be performed by the consultant: Under the overall supervision of the UNODC Head of Office in Uganda and direct supervision by the programme officer , the consultant will be responsible for the following set of activities as required:
- Identification of data that is needed/required for crime case management business goals and how it can be discovered/found by those who require it.
- Identification, description, and mapping of data that is exchanged across institutional boundaries in the criminal justice system); and
- Development of mechanisms for criminal justice institutions to streamline data-sharing mechanisms that ultimately drive efficiency, productivity and reduce the cost of providing justice services.
