1. Ensure that all Infrastructure Sub-projects under GKMA-UDP are in accordance with
the approved Municipal Physical Development Plan

2. Provide technical support to the Sub national entities in matters of urban planning,

infrastructure planning and urban development.

3. Develop and maintain an urban indicators database and development framework to

guide the Sub national entities to build their corresponding data bases in each of the14 Sub national entities.

4. Recommend approval or otherwise of Municipal physical development proposals.


5. Determine the effects of regulatory limitations on projects.


6. Assess the feasibility of proposals and identify necessary changes of infrastructure

sub-projects in each of 9 Sub national entities.

7. Create, prepare, or requisition graphic and narrative reports on land use data,

including land area maps overlaid with geographic variables such as populationdensity.

8. Support in Capacity building of the Ministry Staff and participating Sub national

entities and Local Governments in Physical Planning and Urban Development

9. Advise PST on project feasibility, cost-effectiveness, regulatory conformance, and

possible alternatives of proposed infrastructure sub-projects under GKMA-UDP.

10.Conduct field investigations, surveys, impact studies or other research in order to

compile and analyze data on economic, social, regulatory and physical factorsaffecting land use in the 9 Sub national entities.

11.Discuss with PST the purpose of land use projects such as transportation,

conservation, residential, commercial, industrial, and community use.

12.Keep sub national entities informed about economic and legal issues involved in

zoning codes, building codes, and environmental regulations.

13.Mediate community disputes and assist in developing alternative plans andrecommendations for infrastructure sub-projects in each of 9 Sub national entities.

14.Coordinate work with PST Members during the formulation of plans and the design

of large pieces of infrastructure.

15.Supervise and coordinate the work of municipal physical planners related to GKMAUDP.16.Report to the Program Task Manager at the MKCC&MA and the Project Coordinator.
