Project Background

The Sustaining Gains & Continuing Services for Smallholder Farmers (SGCF) Project is designed as a 12-month consolidation initiative that brings together selected results, relationships and delivery structures established under CG and BRIGHT into one focused project implemented by GOAL Uganda in partnership with Agriterra. The project will ensure continuity of support to smallholder farmers, FOs, cooperatives and other local actors across the 14 districts of Elgon, Rwenzori and Kigezi, while working closely with district local governments, private sector partners, financial service providers and implementing partners up to August 2027. The project will build on good practices, networks, community and household / farmer-led planning processes developed by CG and BRIGHT. The SGCF Project will focus on preserving gains already made, sustaining critical services, consolidating relationships with farmers and institutions, and generating practical learning for the next EKN programme design.

Job Summary

The Management Information Systems (MIS) Officer will lead consolidation, cleaning, validation and management of participant databases from Common Ground and BRIGHT. Supports data systems, digital tools, reporting dashboards and data quality assurance for project monitoring and decision-making.

Job Functions

Database Development and Management:

• Develop and maintain an efficient and secure database system to centralize project data.
• Ensure regular updates and cleaning of the database to maintain data accuracy and reliability.
• Develop protocols and procedures for database management and ensure compliance with data protection standards.

Data Collection and Analysis:

• Support the design and implementation of data collection tools and systems for the INSPIRE Programme.
• Ensure accurate and timely data collection, entry and analysis.
• Generate reports and data visualizations to support project monitoring, evaluation, and decision-making.

System Integration and Maintenance:

• Integrate various data sources and ensure seamless data flow within the MIS.
• Regularly update and troubleshoot the MIS to ensure smooth operation.
• Provide technical support to staff on MIS-related issues and ensure user-friendly access to the system.

Training and Capacity Building:

• Train project staff on data entry, management and utilization of the MIS.
• Develop training materials and user guides to support staff in effectively using the MIS.
• Conduct regular capacity-building sessions to enhance staff skills in data management and analysis.

Monitoring and Reporting:

• Monitor data quality and implement data quality assurance measures.
• Ensure that data collected is consistent with the project’s monitoring and evaluation frameworks.
• Prepare regular reports and summaries based on the MIS data to meet internal and donor reporting requirements.

Collaboration and Communication:

• Work closely with the MEAL team to ensure alignment of data systems with programme goals.
• Collaborate with other programmes staff to ensure data needs are met and support programmatic decision-making.
• Participate in regular team meetings and provide updates on MIS activities and data-related issues.

Job Level Specifications

Essential Criteria:

• Bachelor’s degree in information systems, Computer Science, Statistics, or a related field.
• Minimum of 3 years of experience in database management, MIS, or related roles.
• Proficiency in database software (e.g., SQL, MS Access) and data analysis tools (e.g., Excel, SPSS, STATA).
• Strong understanding of data protection and compliance standards.
• Excellent analytical and problem-solving skills.
• Strong organizational and multitasking abilities.
• Effective communication and interpersonal skills.
• Ability to train and build capacity among staff.

Desired Criteria:

• Experience working in the humanitarian or development sectors, particularly in monitoring and evaluation
• Familiarity with monitoring and evaluation frameworks.
• Experience in managing online data collection platforms (e.g. Comcare, ODK, Kobo Toolbox).
• Proficiency in data visualization tools (e.g., Tableau, Power BI) in integration with SharePoint sites
• Knowledge of a programming language (VBA, Java, C), particularly R or Python for data analysis
• Understanding of mainstreaming principles, including gender, disability, Safeguarding and child protection
