To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food systems goals. The incumbent is expected to work under minimal supervision and produce organised, accurate work and analytical reports including providing guidance to Monitoring Assistants, other staffs, and partners on standard WFP delivery assistance.
Education: A minimum of a bachelor’s degree in Agricultural sciences, Agricultural economics, Agribusiness, social sciences, development studies or related field from a recognized institution.
Language: Fluency in both oral and written communication in the UN language in use at the duty station. Ability to communicate in basic Ngakarimojong, Lebthur and/or Swahili languages will be an added advantage.
- DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- At least five (5) or more years of progressive responsible work experience of implementing livelihoods, food security, agricultural development, or market systems development.
- Experience in livelihoods programming in emergency and complex contexts e.g., refugee or disaster-prone contexts.
- Demonstrated understanding of the livelihood conceptual frameworks, market systems development or pro-poor market concepts,
- Experience in humanitarian and development project implementation
- Experience in monitoring of humanitarian and development projects.
- Computer knowledge and skills in MS Word, MS Excel, and MS Power point.

- Program operations: ensure efficient and effective resource utilisation of the AMS resources in the office and by CPs monitoring pre-committed funds, monitor expenditures vis-à-vis costed annual performance plans.
- Co-ordinate with WFP Field Office staff and CP to ensure targeted farmers receive required trainings, coaching and mentorship in PHM, collective marketing, governance, and equipment. Besides, ensure all data related to farmer institutional development is collected, entered to corporate databases, and analyzed for decision making.
- Coordinate with the Area Office and Kampala to select and assess the performance of program CPs.
- Focal Point for operational inquiries within the field vis-a-vis Area/country office and partners.
- Undertake field visits as required to assess the Food System activity processes, facilitation, and technical soundness of the AMS operations, generate data for evidence-based decisions and produce actionable report of the same.
- Support in identifying and building strategic partnership with relevant stakeholders such as the private sector, input dealers, research institutions and relevant market linkages for smallholder farmers.
- Contribute to the documentation of programme achievements and lessons learnt.
- Provide overall guidance and oversight to the Cooperating partner during the implementation of the AMS activities in the targeted districts
- Provide technical backstopping to cooperating partners through routine monitoring ensuring timely implementation to meet the program targets
- Manage FLAs for the cooperating partners ensuring that the set targets are achieved
- Conduct review meetings with partners and stakeholders to track progress of implementation, identify gaps and develop improvement plans
- Support the cooperating partner during the beneficiary selection and profiling exercises and ensure that the right beneficiaries are identified as per the selection criteria
- Guide the office and cooperating partner to ensure appropriate linkages are established with key stakeholders for farmer to access services i.e. inputs, off-taking markets, access to credit, post-Harvest management equipment and extension services among others
- In collaboration with the FO teams and Cooperating partners establish strategic partnerships with the district local government, UN agencies and other development partners and build synergies
- Ensure integrated programming internally (with WFP programs – ACL, Nutrition, CBT) and externally (with other partners’ programs
- Working with the Area Office M&E Officer support the cooperating partner on data collection, data entry, analysis and reporting using the WFP data base to inform programming
- Working with the comms unit support the documentation of program achievements and lessons learnt
- Receive, review, consolidate and submit weekly, monthly, and quarterly progress reports highlighting progress of the program implementation
- Review partner financial and narrative reports and ensure cooperating partner invoices are paid on time.
- Monitor and has good grasp of the overall number and status of smallholder farmers, Farmer Groups and Farmer Organizations in the programme areas.
- Undertake any other relevant duties as may be required
