Description

The Climate-sensitive Agriculture and Pastoralism in Northern Kenya (CLAP) project, implemented by GIZ and funded by BMZ and co-financed by the European Union, seeks to strengthen community resilience to climate change and improve livelihoods in Turkana, Marsabit and Baringo counties.

Based in Baringo County, the Private Sector Engagement Advisor will lead engagement with private sector actors to mobilise investment, strengthen market linkages and create economic opportunities for smallholder farmers, pastoralists and agro-pastoralists. The role will also collaborate with teams in Turkana and Marsabit to identify cross-county opportunities and synergies.

The position requires strong knowledge of private sector operations, market dynamics, investment mobilisation and business decision-making, combined with an understanding of the realities and opportunities within Arid and Semi-Arid Land (ASAL) communities.

Specifically, the Private Sector Engagement Advisor will be responsible for:

  • Identifying, engaging and building relationships with private sector actors — including traders, aggregators, processors, input suppliers and financial service providers — operating in or with potential interest in ASAL-relevant value chains such as aloe vera, gum and resin, honey and sisal, with a primary focus on Baringo County and in coordination with the teams in Turkana and Marsabit
  • Developing and implementing a private sector engagement strategy for Baringo that creates incentives for businesses to invest in and work with smallholder and pastoral communities, and identifying opportunities for cross-county collaboration and scale
  • Facilitating dialogue and partnership between private sector actors, producer organisations and community groups, bridging the gap between business interests and community-level realities
  • Identifying market constraints, investment bottlenecks and business model innovations that can unlock more inclusive and climate-resilient value chain development in ASAL contexts
  • Advising the project team and partners on private sector dynamics, ensuring that market logic and business thinking inform project planning, implementation and adaptive management
  • Supporting subnational policy and planning processes where relevant as a cross-cutting contribution, providing market intelligence and private sector perspectives to county governments and other stakeholders
  • Contributing to knowledge management by documenting private sector engagement
    approaches, partnership models and market insights, and sharing lessons across the project, agriculture cluster and GIZ
  • Supporting project management in operational planning, coordination and the
    preparation of relevant project documents as required
  • Where appropriate and reasonable, the position holder is willing to perform tasks
    outside the scope of this job description.

Qualifications & Specialist Knowledge

  • Master’s degreein Business Administration, Economics, Agricultural Economics, Rural Development or a related field; exceptional candidates with an undergraduate degree and significant relevant experience may be considered.
  • At least 8 years’ professional experience in private sector development, business development, market systems development or agribusiness, preferably within ASAL or rural contexts.
  • Demonstrated experience in private sector partnerships, investment mobilisation, deal structuring and inclusive business models.
  • Strong understanding of ASAL-relevant value chains, including livestock, aloe vera, gum and resin, honey and sisal.
  • Proven experience applying Market Systems Development (MSD)approaches, including market/actor mapping, constraint analysis and intervention design.
  • Strong ability to bridge business and community interests, with excellent communication, negotiation and relationship-management skills.
  • Experience working with county governments and development programmesand providing market intelligence or private sector advisory support.
  • Experience with international development organisations is an advantage; familiarity with BMZ/EU-funded programmesis desirable.
  • Experience in Northern Kenya, particularly Baringo, Turkana or Marsabit, is an added advantage.
  • Fluency in English and Swahiliwith strong ICT skills, including MS Office and MS Teams; knowledge of local languages is an advantage.
