Job purpose

To design, develop and implement strategies for the provision of financial advice to

University management and guidance in financial decision-making by establishing,

monitoring and enforcing appropriate financial policies and procedures, to ensure

compliance with Government financial regulations.

Requirements

  1. Cumulative service period of five (5) years’ relevant work experience, three of

    which should have been as a Senior Accountant;

  2. Bachelor’s degree in any of the following disciplines: - Commerce, Accounting,

    Finance or equivalent qualification from a recognized and accredited institution

  3. Master’s degree in any of the following disciplines: - Commerce, Accounting,

    Finance or equivalent qualification from a recognized and accredited institution;

  4. Certified Public Accountant (K) or equivalent qualification from an accredited

    examination body;

  5. Certificate in Leadership course lasting not less than four (4) weeks from a

    recognized and accredited institution;

  6. Membership registration with ICPAK in good standing or any other relevant

    professional body;

  7. Proficiency in computer applications; and

  8. Demonstrated merit, ability and leadership as reflected in work performance and

    results

Shortlisted candidates with qualifications acquired outside Kenya should obtain

recognition from Commission for University Education (CUE).


Responsibilities
  1. Coordinating the development of accounting policies, strategies, regulations,

    guidelines, and procedures.

  2. Coordinating the preparation of annual financial statements;

  3. Authorizing payments;
  4. Coordinating the development and monitoring of the departmental work plans;

  5. Reviewing management reports and advising management of the financial

    performance of the University;

  6. Validating and approving the administration of all tax and statutory compliance

    issues and the effective management of payroll;

  7. Ensuring accurate and timely payments of goods, works, and services;

  8. Reviewing periodic reports for submission to the National Treasury
  9. Ensuring adherence to the approved budget to prevent overspending in votes;
  10. Approving monthly bank reconciliation statements;

  11. Facilitating resource mobilization programmes;

  12. Coordinating the implementation of quality management procedures and

    performance contracting processes;

  13. Coordinating the preparation of the budget for the University.

  14. Facilitating responses to audit queries; and
  15. Mentoring and coaching of staff.
