Human Resource Specialist - Employee Relations

In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, in particular with regard to personnel recruitment and selection, contract issues and capacity development measures. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes. You implement the HR policies for national staff in the specific country and clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act.

You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. In consultation with your line manager, you also take on conceptual and coordination tasks in HR Management.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.



1. HR Policies and Procedures

  • Support the implementation and communication of HR policies, procedures, and employee handbook in consultation with the Head of HR.
  • Formulate, review, and update HR information materials such as the employee handbook, intranet content, and onboarding guides.
  • Monitor changes in Kenyan labor laws and ensure HR policies, processes, and staff handbooks remain compliant and up to date.


2. Training and Development

  • Implement and manage the annual training calendar in alignment with organizational priorities and budgets.
  • Enroll participants for approved internal and external training programs through the designated training portals.
  • Evaluate and assess the impact of external training programs on employee performance and development.
  • Prepare and submit quarterly training achievement reports, highlighting participation levels, training outcomes, and skill development progress.
  • Maintain up-to-date training records and ensure compliance with learning and development policies.


3. Disciplinary Handling

  • Manage the end-to-end staff disciplinary process, including scheduling hearings, preparing documentation, and maintaining accurate case records.
  • Liaise with the Head of HR in investigating disciplinary cases and provide fair, timely responses to related queries.
  • Maintain and update a tracker of disciplinary cases and their resolutions for accurate reporting and follow-up.


4. Recruitment Support

  • Conduct reference and background checks for all successful candidates.
  • Provide accurate and timely feedback reports to respective hiring managers.


5. Employee Relations & Engagement

  • Develop and implement employee relations best practices and engagement initiatives.
  • Handle employee grievances and complaints in line with established procedures.
  • Facilitate employee counseling and conflict resolution interventions when necessary.
  • Collect and analyze employee feedback, report key insights and trends to the Head of HR, and recommend improvement actions.


5. Staff Welfare

  • Design and implement the annual staff wellness calendar in collaboration with the medical insurance provider.
  • Coordinate wellness activities, campaigns, and health awareness programs across the organization.
  • Promote employee well-being initiatives that contribute to a healthy and motivated workforce.


6. Staff Offboarding

  • Coordinate the staff offboarding process, including resignation acceptance, exit clearance, and communication to relevant departments.
  • Prepare Certificates of Service for departing staff.
  • Conduct exit interviews, compile findings, and share trends and recommendations with the Head of HR to support continuous improvement.

Qualifications and Specialist Knowledge:

  • Bachelor’s degree in human resource management, Industrial Relations, Business Administration, or a related field.
  • Must hold a current IHRM practising certificate
  • Professional HR certification (e.g., CHRP, or Higher Diploma in HR) is highly desirable.
  • Minimum of 7 years’ experience in HR, with emphasis on employee relations, learning & development, and compliance.
  • Experience working with vendors is an added advantage
  • Solid knowledge of Kenyan labor laws and HR best practices.
  • Proven experience managing disciplinary, grievance, and engagement processes.
  • Excellent communication, interpersonal, and analytical skills.
  • High level of confidentiality, ethics, and professionalism.

Contract Duration:

Initial contract up to 31.12.2026 with a possibility of extension
