PROJECT OVERVIEW:
Within the expansive scope KEPSA Initiatives, various Technical and Vocational Education Training (TVET) projects emerge as ground-breaking endeavours under the umbrella of Kenya Youth Employment & Entrepreneurship Accelerator Program ( KYEEAP). These projects position themselves to revolutionize TVET in all regions in Kenya. In strategic collaboration with development partners, these projects aim to create industry training slots through the implementation of training models, establishing robust partnerships between educational institutions and businesses.

OBJECTIVE OF THE ROLE:
As a Program Officer -TVET (Partnership and Linkages), you will support the effective implementation, coordination, and monitoring of KEPSA’s TVET initiatives. You will play a vital role in ensuring that project activities are executed in line with agreed plans, timelines, and standards, while supporting engagement with stakeholders including TVET institutions, industry partners, and government agencies. You will report to the Global Director, Youth and Jobs and contribute to achieving the program’s broader objectives of youth empowerment and skills development.
SPECIFIC DUTIES AND RESPONSIBILITIES
Lead the day-to-day execution of TVET project activities, ensuring timely delivery and alignment with project goals, work plans, and quality standards.
Actively coordinate and maintain strong working relationships with TVET institutions, industry partners, government stakeholders, and community actors to enhance collaboration and ensure seamless project delivery.
Plan, organize, and manage logistics for key project events such as stakeholder meetings, roundtables, training workshops, and dissemination forums, ensuring high-quality participation and documentation.
Support the development and refinement of project reports, case studies, success stories, and communication materials, highlighting project milestones, impact, and lessons learned for both internal and external audiences.
Maintain up-to-date and comprehensive documentation of all project activities, including stakeholder communications, agreements, and field-level updates, to ensure transparency and accountability.
Support monitoring, evaluation, and learning (MEL) processes by collecting high-quality data, conducting field follow-ups, and contributing to the preparation of performance reports, dashboards, and knowledge products.
Work closely with the communications team to enhance the visibility of TVET programs, including support in drafting newsletters, social media content, and promotional materials aligned with KEPSA's brand and objectives.
Proactively follow up on agreed action points with stakeholders and partners, ensuring timely implementation and resolution of issues affecting project delivery.
Ensure adherence to donor and internal compliance requirements, contributing to effective use of project resources and supporting budget tracking and documentation as required.
Continuously assess project risks, implementation challenges, and bottlenecks, escalating critical issues to the TVET Projects Lead and recommending practical mitigation strategies.
Participate in the development of funding proposals, concept notes, and strategic documents, including background research, idea generation, and alignment with KEPSA’s thematic and institutional priorities.
QUALIFICATIONS AND EXPERIENCE:
Bachelor’s Degree in Project Management, Business Administration, Business Development, Strategic Management or a related field.
At least 7 years of experience in supporting or implementing skills development, vocational training, or youth employment projects.
Demonstrated experience in business development, including identifying opportunities, building partnerships, and contributing to resource mobilization.
Proven ability to engage and maintain relationships with diverse stakeholders, including private sector partners, TVET institutions, and government agencies.
Familiarity with Kenya’s TVET ecosystem and public-private partnership models. Strong organizational and coordination skills, with attention to detail.
Good communication and interpersonal skills, with the ability to represent the project in meetings and stakeholder forums.
Experience with reporting, documentation, and event organization.
Ability to work both independently and collaboratively within a team environment.
ADDED ADVANTAGES:
Previous experience working with Development agencies or donor-funded
In-depth knowledge of Kenya’s education and vocational training landscape.
Experience in Competency Based Education and Training and Dual Training approaches.
Experience in managing multi-stakeholder projects and partnerships.
Proficiency in project management software and tools.
Demonstrated success in securing funding and managing project budgets
