Senior Manager, IT Planning & Governance

RESPONSIBILITIES / RESULT AREAS

Leadership and Vision:

  1. Institute and champion appropriate governance practices, supporting Strategic initiatives to drive the Bank to excellence in the domain areas of responsibility.


IT Planning and Strategy Development:

  1. Collaborate with IT leadership to create and execute IT Strategies aligned with the overall CBK objectives.

  2. Develop and implement short- and long-term section goals, objectives, policies, and operating procedures.

  3. Provide feedback support on progress in implementing of the IT Strategy, ensuring alignment with bank-wide strategic goals, objectives, and the technology vision.


Financial Planning:

  1. Coordinate the preparation of comprehensive, multi-stakeholder technology budgets covering both Capital and Recurrent Expenditures (Capex and Opex).

  2. Oversee budget utilization, ensuring adherence to finance policies, and reporting.

  3. Plan, schedule, and coordinate technology financial governance sessions, including Capex/Opex governance meetings.

  4. Manage end-to-end approval processes for technology spending in compliance with approved contracts and alignment with defined SLAs.


Partner/Vendor Performance Management:

  1. Develop an effective Vendor Services performance measurement criteria (Partner Governance Framework) in collaboration with technical teams and embed into supplier management processes.

  2. Establish mechanisms for periodic evaluation of supplier contracts and SLAs, working closely with IT Technical Leads and Procurement.

  3. Plan, schedule, and manage vendor performance evaluations, issuing improvement plans as needed in line with the Contracts and SLAs.

  4. Coordinate scheduling and planning for strategic partners' annual business reviews.

  5. Continuous review of support contracts alignment to future roadmap technologies.


Talent and People Management:

  1. Support the recruitment of the right talent for the team.

  2. Develop the team through learning initiatives, mentoring, and coaching.

  3. Foster team engagement through constant feedback, communication, and performance discussions.

  4. Drive efficiency by automating processes and activities.

  5. Organization structure – responsible for ensuring the structure is optimal for the operations of the section.

  6. Performance Management – Mentors and develops team members and subordinates. Sets goals and objectives to help the team excel and advance.


Other Responsibilities:

  1. Lead IT audits and ensure the section is compliant with all technological best practices, laws, and regulations.

  2. Reduce institutional risk (operational risk, cyber security risks, business continuity risks) through prudent IT controls.

  3. Monitor key performance indicators (KPIs) related to your section (systems and operations) as per the objectives outlined in the IT Service Management framework (ISO 20000) documentation and report regularly to IT Management.

  4. Service management – Ability to demonstrate and exceed the expectations of your customers (internal or external) and prioritize their requirements.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND KNOWLEDGE

  1. Bachelor’s Degree in Engineering, Information Technology, Financial Management or a related discipline.

  2. Master’s degree is an added advantage

  3. Professional Certification in related IT related fields, such as CGEIT, COBIT, CISM, ITIL, PMP or an equivalent recognised certification is required.

  4. Additional certification in IT, Financial Management, Procurement or Contract Management, will be an added advantage.

YEARS AND NATURE OF EXPERIENCE

  1. At least ten (10) years of relevant working experience in IT Planning and Partner Governancein an environment of similar scale and complexity with at least three (3) years in a senior leadership/management role within central banking, financial services, government, telecommunications or regulatory institutions.

  2. Experience in people management skills, conflict management & resolution skills and negotiations skills.

  3. Demonstrated leadership abilities.

  4. Advanced Stakeholder Management expertise.

  5. Strong Project Management, process and technical knowledge.

  6. Strong knowledge of industry-standard methodologies and IT delivery approaches.

  7. Highly organized and able to manage multiple assignments and employees simultaneously.

  8. Advanced understanding of IT Infrastructure (design and operations).

  9. Advanced Financial knowledge and Business Acumen.

  10. Advanced understanding and knowledge of IT Project Management, Strategic Planning and Budgeting process.

  11. Hands-on/proven experience in a similar role in IT Planning/Financial Governance & Vendor Management, coupled with a working knowledge of IT Contracts.
