1.Scope and relationship to the Global Terms
This Uganda Addendum ("Addendum") forms part of the Fuzu Service Terms (the "Global Terms") and applies to Users who access or use the Service from Uganda, Users who direct Content to Uganda, Employers and other Business Users registered or operating in Uganda, and any other engagement that falls within the scope of Ugandan law.
The Global Terms apply in full to Ugandan Users. Where there is a conflict between the Global Terms and this Addendum on a matter specifically addressed in this Addendum, this Addendum prevails. Capitalised terms used in this Addendum have the meanings given in the Global Terms unless defined otherwise here.
2.Contracting entity and contact information for Uganda
The Service is operated by Fuzu Ltd, a company registered in Helsinki, Finland (business ID FI25462252). Fuzu does not currently maintain a local affiliate or representative in Uganda. Fuzu Ltd is the sole contracting party for Users of the Service in Uganda.

3.Data protection under Ugandan law
3.1 Applicable law
To the extent that Fuzu processes personal data of Users in Uganda or of Ugandan citizens, Fuzu complies with the Data Protection and Privacy Act, 2019 (the "Uganda DPPA"), the Data Protection and Privacy Regulations, 2021, and the guidance and directives issued by the Personal Data Protection Office (the "PDPO"). The Privacy Policy — Uganda Addendum sets out further information about Fuzu's processing of personal data of data subjects in Uganda.
Fuzu acknowledges that the Uganda DPPA applies extraterritorially to entities outside Uganda that handle personal data of Ugandan citizens, as confirmed by the PDPO in its decision of 18 July 2025 in Ssekamwa Frank & 3 others v. Google LLC. Registration with the PDPO is being progressed in accordance with the Privacy Policy — Uganda Addendum and the related compliance plan.
3.2 Data Protection Officer
Fuzu has appointed a Data Protection Officer ("DPO") whose responsibilities include Ugandan operations, contactable at privacy@fuzu.com or by post at Fuzu Ltd, Data Protection Officer, Lapinlahdenkatu 16, 00180 Helsinki, Finland.
3.3 Rights of data subjects in Uganda
Data subjects in Uganda have the rights set out in Part V of the Uganda DPPA. These rights are described in detail in the Privacy Policy — Uganda Addendum.
3.4 Cross-border transfers
Personal data of Users in Uganda may be transferred outside Uganda as described in the Privacy Policy — Uganda Addendum, in accordance with section 19 of the Uganda DPPA and Regulation 30 of the Data Protection and Privacy Regulations, 2021. Fuzu maintains records of cross-border transfers, the legal basis for each, and the safeguards relied upon, available to the PDPO on request.
3.5 Complaints to the PDPO
Users in Uganda have the right to lodge a complaint with the PDPO via www.pdpo.go.ug or to the PDPO at its current registered address. Users are encouraged to contact Fuzu first using the contact details above so that Fuzu may attempt to address the matter directly.
4.Recruitment and employment law overlay
4.1 Compliance by Employers
Employers and other Business Users using the Service in connection with recruitment in Uganda must comply with applicable Ugandan employment and labour law, including the Employment Act, 2006; the Employment Regulations, 2011; the Occupational Safety and Health Act, 2006; the Workers' Compensation Act, 2000; and any regulations made under those Acts.
4.2 Anti-discrimination
Employers and other Business Users using the Service in Uganda must comply with the anti-discrimination provisions of the Constitution of Uganda, the Employment Act, 2006 (including section 6 on discrimination in employment), the Persons with Disabilities Act, 2020, and the Equal Opportunities Commission Act, 2007. Employers must not discriminate against any User or Candidate, directly or indirectly, on grounds including sex, race, colour, ethnic origin, tribe, birth, creed or religion, social or economic standing, political opinion, disability, HIV status, or other status, except where the distinction is justified by an inherent requirement of the position and is otherwise permitted by law.
4.3 External employment and overseas placements
Where the Service is used to facilitate the placement of Ugandan Users in employment outside Uganda, Employers and other Business Users acknowledge and agree that the placement may be subject to the Employment (Recruitment of Ugandan Migrant Workers Abroad) Regulations, 2005, and related regulations and guidance issued by the Ministry of Gender, Labour and Social Development, including any licensing of recruitment agencies, attestation of contracts, and pre-departure orientation requirements. Fuzu and its Business Users will cooperate as required to ensure compliance with these requirements, and Fuzu may decline to facilitate engagements where the necessary compliance steps have not been completed.
Users considering overseas placements are advised to verify that the placing entity holds any licence required under Ugandan law and that the engagement complies with applicable bilateral labour agreements, where relevant.
5.Consumer protection for Ugandan Users
Ugandan Users who are consumers have the rights granted by applicable Ugandan consumer-protection law in addition to any rights set out in the Global Terms. Nothing in the Global Terms or this Addendum limits any non-waivable right granted to a consumer under Ugandan law.
Complaints relating to paid Services may be submitted to Fuzu using the local complaint contact in Section 2 of this Addendum or, where applicable, to the Uganda Communications Commission, the relevant consumer-protection authority, or another competent body.
6.Payments, mobile money, and tax
6.1 Payment methods
Fuzu may make available payment methods commonly used in Uganda, including mobile money services (such as MTN Mobile Money and Airtel Money) provided by payment service providers licensed under the National Payment Systems Act, 2020 and supervised by the Bank of Uganda. Use of any such payment method is subject to the terms of the relevant payment service provider in addition to the Global Terms.
6.2 Currencies
Fees may be charged in Uganda Shillings (UGX), Euros (EUR), or US Dollars (USD), as indicated at the point of purchase. Exchange-rate movements between order date and payment date are at the User's risk unless otherwise stated.
6.3 Taxes
Fees are stated exclusive of applicable taxes unless otherwise stated. Value Added Tax (VAT) administered by the Uganda Revenue Authority (URA), and any applicable digital service tax, will be added to fees where required by law. Employers and other Business Users are responsible for their own PAYE, withholding tax, NSSF contributions, and other employer or recruiter tax and statutory obligations under Ugandan law in respect of any engagement of Candidates.
7.Information and communications technology compliance
Where the provision of the Service in Uganda is subject to oversight by the National Information Technology Authority — Uganda (NITA-U), Fuzu will cooperate with NITA-U as required and will take reasonable steps to align the Service with applicable standards and guidance, including those relating to electronic transactions, electronic signatures, and information security.
8.Governing law and dispute resolution for Ugandan consumers
The Global Terms are governed by Finnish law. Notwithstanding this, where a Ugandan consumer has rights under mandatory Ugandan law that cannot be derogated from by agreement, those rights apply. A Ugandan consumer may bring proceedings against Fuzu in the courts of Uganda where required by mandatory Ugandan law, in addition to any rights under the Global Terms.
For Business Users in Uganda, the governing law and dispute-resolution provisions of the Global Terms apply unless otherwise agreed in writing.
9.Language
The Service is provided in English. The English version of these Terms and of this Addendum is the authoritative version. Where translations are made available, they are provided for convenience only, and in the event of any inconsistency the English version prevails, except to the extent that mandatory Ugandan law requires otherwise.
