Requirements
  • A university degree or equivalent in international affairs, law, business management, Health, or Social studies, (Master’s degree preferred);
  • A minimum of five (5) years experience in managing partnership relationships with experience in FSL, Health and Nutrition, and WASH activities;
  • Experience in FSL assessments including cash and market assessments in both development and emergency contexts;
  • Clear understanding of cross-cutting issues in the field such as environment, disability, gender, and child protection;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven ability to translate analysis and evaluation into operational planning and strategy;
  • Experience with evaluations and monitoring as well as Program Cycle Management;
  • Experience with research and partnership developments with universities;
  • Experience with donor communications;
  • Good diplomatic and negotiation skills;
  • Disciplined and able to work and arrive at decisions autonomously and with minimal guidance;
  • Excellent English writing and editing skills.

Duties

  • Supervise and be responsible for all technical aspects of project implementation with the partners, ensure that all interventions are completed in a timely, efficient, and accurate manner according to standards in collaboration with technical heads of departments;
  • Ensure program technical implementation is on time, target and budget, using effective M&E systems to achieve the desired impact;
  • Conduct technical monitoring visits to the field to ensure that all targeted program beneficiaries are rightly benefiting from the food security and livelihoods (FSL) and water, sanitation, and hygiene (WASH), nutrition, and health interventions;
  • Provide technical support in collaboration with the Program Coordinator/ Head of Department for quality implementation;
  • Ensure that program technical implementation is responsive to communities, authorities, and partners and consistent with Action Against Hunger’s (ACF) relevant program guidelines, principles, values, quality standards, and strategic plan;
  • Lead in compiling monthly technical reports with local partners’ team to provide an overview of activities and contextual updates;
  • Review partners’ reports and gauge the progress of projects/programs against output goals, expected results, project indicators, and sources of verification ensuring compliance with ACF internal reporting standards;
  • In collaboration with partners, plan and facilitate regular partnership meetings between partners and ACF staff, ensuring that discussions are as constructive, relevant, and mutually beneficial as possible; Follow up to ensure that mutually-agreed-upon actions are met;
  • Coordinate closely with program managers in the different sectors (WASH; FSL; Health and Nutrition and monitoring, evaluation, accountability, and learning/MEAL);
  • Coordinate closely with support departments – Audit, Grants and Compliance, Finance, HR, and Logistics to ensure that the necessary action is taken to ensure quality implementation of the program by local partners;
  • Organize and lead partner due diligence reviews (background screening and capacity assessment) in consultation with the Partnerships Coordinator;
  • Promote and apply ACF’s values, partnership principles, strategy, and processes; take the lead in rolling out ACF partnership policy;
  • Support the senior management team (SMT), program teams, and coordinators in identifying potential partnerships with local and national organizations across Nigeria;
  • Contribute to the elaboration and implementation of an area-specific partnership strategy, in collaboration with the SMT and coordinator;
  • Represent ACF in donor meetings and project field visits, coordination meetings, and technical meetings with partners and other humanitarian sectors;
  • Participation and contribution to humanitarian program cycle (HPC) exercise at the mission level;
  • Develops donor and partner communication strategies;
  • Participation and contribution to joint initiatives like Joint market assessments, HEA, ENNA, CH, and other FSL sector-led joint initiatives;
  • Establish and maintain a partnership database that maps out partner capacity, influence, and strategic alignment;
  • Assess the current partnership portfolio identifying strengths, weaknesses, opportunities, and risks related to current partners;
  • Provide support to the partner organization in the project cycle management including ensuring work plans, phased budgets, procurement plans, and benchmarks are in place, for each project and assist partner teams in putting these in place;
  • Responsible for providing technical input into all project-related reports (Monthly, Quarterly, Annual, activity progress reports/APRs and situation reports/SitReps);
  • Elaborate appropriate questionnaires and apply the follow-up and supervision tools of the project;
  • Ensure follow-up of the project’s progress and write suitable reports;
  • Propose solutions and improvements concerning the project’s progress;
  • Coordinate activities and sensitize local partners in the field;
  • Ensure that all program-related data and information on the program is correct, updated, organized, and accessible to the country program, HQ, and other key stakeholders and that lessons learned and best practices are documented;
  • Maintain proper archiving of all partner files;
  • Maintain up-to-date partnership trackers.
