Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skill, and/or competency required:
Education and / or Experience:
  • A minimum of a Master’s Degree in Public Health, Health Administration, Management, Social Work, Counseling, or Business Administration with a focus on public health, social sciences, or related fields.
  • A minimum of ten (10) years of experience with progressively increasing responsibility designing, implementing, managing, and leading large development programs involving multiple partners, stakeholders, and geographic target areas in a developing country. The 10 years must be inclusive of five (5) years prior experience as a Chief of Party, Deputy Chief of Party, or similar leadership role of similar size and complexity.
  • The 10 years must also be inclusive of a minimum of three (3) years of experience providing specific technical direction and oversight of the development and management of HIV programs with key populations.
  • Demonstrated ability through previous experience leading a technical activity through evidence and data-driven decision-making.
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability through previous experience to effectively work with KP community leaders and members, senior government officials, dignitaries, executives of NGOs, Faith Based Organizations (FBOs), CBOs, the for-profit business community, and senior members of the donor community.
  • Excellent interpersonal, writing, and oral presentation skills in English.

Preferred Skills:

  • Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in West Africa including prevention of HIV transmission; improving access to voluntary counseling and testing; treatment of AIDS and associated conditions; care and support for Key Population (including palliative care); community mobilization and mitigation in resource-constrained countries.
  • Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.
  • Diplomacy and negotiation skills that demonstrate the ability to collaborate and coordinate with a range of stakeholders and complex priorities.
  • Analytical, financial, and management skills as well as an understanding of government and community dynamics, preferably in Nigeria to identify organizations eligible for grants based on pre-determined criteria and assess their credibility and proposed programs.

Job Summary

  • The Chief of Party will have overall responsibility for administration, program management, performance monitoring, technical implementation, and oversight of all aspects of activities; s/he will serve as the principal institutional liaison to USAID/ Nigeria and should be expected to have regular and transparent communication with the USAID/ Nigeria AOR.
  • This position reports directly to the HALG Chief Executive Officer.

Essential Duties and Duties

  • Maintain overall programmatic and financial management responsibility for KP- CARE 1 activity and ensure that Heartland Alliance abides by USAID financial and programmatic procedures, rules, and regulations.
  • Ensure that program goals and objectives are met within the agreed-upon timeframe and budget.
  • Train and support staff to build capacity and transfer skills in all aspects of program implementation, M&E, Operations, and financial management.
  • Ensure high standards in meeting financial management accountability.
  • Monitor progress toward meeting objectives and make program design corrections as needed.
  • Liaise with partners, Heartland Leadership, relevant NGOs, USAID, the In-Country PEPFAR Team, and other NGOs to ensure solid coordination and encourage knowledge sharing.
  • Oversee the development of annual work plans, monitoring and evaluation plans, and other required documents.
  • Produce and deliver all required program reports to the GoN, USAID, partners, and Heartland Alliance Leadership to keep all stakeholders informed on the progress of the program and share lessons learned.
  • Directly supervise the other key personnel on the program, as well as program staff, to ensure that all deliverables are met in a timely fashion.
  • Oversee all financial management and administrative functions, including human resources, budget analysis, and financial report preparation to ensure compliance with USAID common practices.
  • Travel to project sites to provide technical assistance and troubleshoot with staff.
  • Represent the project and deliver presentations on behalf of Heartland Alliance Ltd/ Gte in Nigeria, throughout the region, and at related conferences.
  • Oversee all programmatic implementation – focusing on HIV Prevention, Care, and Treatment for Key Populations and capacity building for KP organizations/associations in Nigeria.
  • Identify new/complimentary program opportunities and lead in-country program development efforts.
  • Perform other duties assigned.
