The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is seeking Health Information Systems (HIS) Consultants to support the expansion of EGPAF’s growing digital health and HIS project portfolio. The consultant(s) will support new project design and will lead the development and documentation of strategy materials. The HIS Consultant(s) will contribute to project design by lending their previous experience in thought leadership in the area and apply this knowledge and expertise of HIS programming for upcoming opportunities in Sub Saharan Africa. The consultant is expected to collaborate with EGPAF colleagues to map out HIS and digital health systems strengthening capacity across the Foundation, and document innovations and strategic approaches. The consultant will collaborate with EGPAF colleagues to examine the current electronic medical systems and National Health Information Exchange artifacts within the country. They will then suggest optimal approaches and innovations to enhance the programming of Health Information Systems (HIS).


Requirements

• BA/BS in Computer Science, Informatics or a related field required.

• Minimum 15 years' experience supporting HIS programming or related work required.

• Familiarity with the design, implementation and sustainability of health information systems, across different levels of the health system.

• Demonstrated experience with health information systems in DRC, Kenya and/or Tanzania (required)

• Familiarity with electronic medical record systems, National Health Information Exchange e.g openHIE, as well as a familiarity with integrating digital health information systems across health systems.

• Proven experience in working with open-source health software communities such as openMRS, DHIS2 etc.

• Experience working with different sectors in the delivery of health information systems, specifically familiarity with system interoperability, unique identification, client registry, shared health records and product catalogues.

• A good understanding of HIV programming or any chronic disease programing and digitization

• Familiarity with USG (USAID, CDC, DOD, etc.) proposal requirements and processes.

• Oral and written proficiency in English

• Contribute to the development and documentation of HIS strategy materials and bring innovative approaches and global evidence for consideration and inclusion.

• Lead the mapping of current HIS capacity across EGPAF’s clinical site support and existing stakeholder engagements.

• Collaborate with colleagues on project design and strategies and document innovative approaches and systems, with an eye for future projects.

• Identify potential areas of proposal strengthening and lead in the development of proposed program activities for HIS proposals and new projects.

• Develop effective and reasonable program activities aligned with EGPAF programming.

• Contribute to proposal development activities including, but not limited to, team meetings with HQ and in-country staff, design sessions, writing workshops, and review sessions.

• Stay abreast of relevant research, innovations, policies, procedures, and country context regarding HIS and inform the business development team of any significant changes.
