The DDP shall be responsible for proposal development, resource mobilization, oversight of project implementation and management of RLP   Project Teams.


 Requirements

  • Degree in International Development, Development Studies, International Relations, Project Planning and management, Social Sciences, Political Science, Economics, Business Administration business administration, Public Policy and Administration, Law, Social Works and Social Administration, Industrial/Organisational Psychology, Arts, Peace Studies, and Human Rights or related field is required (Master’s or Doctoral level preferred).
  • Minimum 12 years (with Master's degree) or 15 years (with Bachelor's Degree) management experience in international development contexts or at a similar level, as well as humanitarian response and development programming experience in large and complex emergencies.
  • Excellent conceptual and analytical skills, effective negotiator, with the ability to positively influence cross departmental and cross sectoral working relationship.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
  • Strong skills and expertise in operational planning, financial and budget management as well as people management.
  • Experience in program development and good knowledge of donors (including multilateral, institutional, and corporates) and context in East Africa.
  • Resource mobilization, training and capacity building, coaching/mentoring skills
  • Experience in grant writing and fund raising, experience working with the major bilateral and multilateral donors, foundations, and private philanthropies.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies, local and international staff.
  • Good understanding of key trends in international and humanitarian development
  • Demonstrated ability to set and achieve objectives.
  • Strong project and people management skills.
  • Excellent interpersonal and communication skills (verbal and writing skills).
  • Proven staff management and supervisory skills.
  • Flexible and adaptable to dynamic changes and fast-paced work environment
  • High level of financial and ethical integrity

KPA 1: Programme Strategy, planning and management

  • Support the Director in developing the strategic direction for programmes;
  • Be accountable for all programs progress and delivery in accordance with grant agreements, objectives and milestones, timeframes and on budget;
  • Support the development and implementation of the RLP Strategy and advocacy strategies;
  • Assist the Director in identifying and securing donor funding.
  • In collaboration with the Director, draft project proposals and budgets for the various projects.;
  • Contribute to the development of a fundraising strategy in line with the RLP Programme strategy;
  • Establish and manage strong and efficient partnerships with local organisations, donors and other strategic partners.
  • Ensure Refugee Law Project’s purpose, values and the programme objectives are communicated amongst programme staff to foster understanding and ownership.
  • Coordinate closely with the Programme Managers, the Grants focal person as required to ensure robust programmes are developed;
  • Ensure RLP partners and RLP delivery teams meet the agreed objectives within the set timeframe, workplans and budget;
  • Oversee the Field Office Coordinators in managing project budgets, reviewing the monthly finance reports with them to monitor expenditure and identify any corrective actions required;
  • Manage the programme and project budgets, reviewing accounts each month with management and identifying corrective actions as needed;
  • Create structured opportunities for staff development and learning;
  • Ensure relevant internal and external evaluations, reviews and audits of programs are undertaken.


KPA 2: PROGRAMME MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING

  • Oversee the development of   data collection, monitoring and evaluation tools and report writing;
  • Supervise the planning & implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks: (i) response strategy level and (ii) for key project/programmes;
  • Ensure evidence-based knowledge management & learning within the thematic areas to improve project design and implementation.;
  • Support and advise on implementation of effective remote monitoring approaches;
  • In coordination with the Research Coordinator, supervise MEAL teams on the design and implementation of baseline studies for projects;
  • Support Programme Managers to put in place and develop project specific Monitoring and Evaluation frameworks.
  • Ensure knowledge sharing and experience across the programme thematic areas of Refugee Law Project;
  • Encourage the uptake of technology to improve MEAL processes, particularly the use of digital data collection.
  • Assess the quality of information gathered at project levels and provide advice on appropriate follow-up measures.

KPA 3: Resources Mobilisation and Management

  • Develop and maintain a high level of understanding of donor priorities and planned funding streams, and adapt and align RLP programming accordingly;
  • Develop and carry out strategies that result in strong representation and good working relationships with: government ministries, donors and other strategic partners;
  • Network actively and play a lead role in management level dialogue with donors and other partners on accessing grants for RLP;
  • Support full compliance with donor requirements in relation to projects;
  • Ensure the timely provision of internal and external communications materials to donors and partners as appropriate and required;
  • Read through donor country strategies for Uganda, international donor/foundations strategies for East Africa/Africa, and have broad spectrum of the donors’ landscape;
  • Keep abreast with Calls for Concept Notes and Proposals and support the development of concept notes and proposals to donors and funding agencies;
  • Identify resources and in-depth information for the grants making process;
  • Advise the Director and ensure that resources are directed to most pressing areas and yet in accordance individual grant’s agreement;
  • Map, sequence, define responsibility, implement and evaluate all activities against resources and objectives;
  • Monitor budget performance;
  • Timely development and implementation of the procurement plans.

KPA 9: Management and support of Programme Managers’ performance

  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Support staff through coaching, mentoring and offer of other developmental opportunities;
  • Recognition of outstanding performance of individual staff or teams;
  • Provide adequate management of unsatisfactory performance

KPA 11: Corporate policy and compliance

  • Ensure that staff are adequately trained on appropriate actions to take in the event of a security incident (e.g. immediate response, information gathering, incident reporting, staff wellbeing support and lesson learning).
  • Responsible for ensuring that the health and safety policy is understood by all programme staff and any accidents are recorded appropriately.
  • Assist the HR Manager in ensuring there is comprehensive briefing and induction for all programme staff, ensuring their familiarity with Refugee Law Project’s mandate, values, policies and programme objectives.
  • Ensure compliance with Refugee Law Project’s procedures for the development of project proposals, reporting, monitoring, evaluation, audit, learning, project completion and for compliance with donor rules.

KPA 12: Carry out any activity as delegated by the Director

  • May be delegated by the Director to carry out any activity on behalf of the Director.
