Minimum requirements
- Education: Master or equivalent (Advanced University Degree) in Social Science, Public Administration, Public Health, Business Administration, International law, Nutrition, International relations, Business administration, Business Management, emergency and any other related fields.
- Work Experience: At least 5 years of relevant work experience in Programme Management, Planning, Monitoring and Evaluation, Administration, National level, International level, Programme Development, Project Development, Implementation, Field Work and any other related fields.
- Skills: Ebola emergency, Emergency Response, Emergency Programme, Emergency Management, Partnership Engagement, Emergency Coordination.
- Language Requirements: English language knowledge on a Proficient/Fluent level.
Responsibilities
Emergency Preparedness
- Develops and updates country contingency plans, establishes early warning systems, and ensures readiness for emergency response.
- Offers technical advice on emergency preparedness, programme management, and supports implementation to strengthen field mechanisms.
- Plans, organizes, and conducts staff training for emergency preparedness and response; builds UNICEF and partner capability through courses and workshops.
Emergency Response
- Acts promptly as part of the Emergency Response Team to establish UNICEF's presence, verify emergencies, and ensure telecommunications and staff safety; keeps OPSCEN and Regional Director informed.
- Applies response plans, identifies staffing needs, redeploys staff, delivers assistance, monitors resource use, reports financial status, and sends daily situation updates.
Emergency Project
- Implements emergency project workplans, manages activities, visits sites to monitor progress, makes administrative decisions, prepares appeals and donor communications.
- Identifies long-term requirements and proposes regular operational structures for continued intervention post-emergency.
- Maintains strategic coordination with government, UN agencies, NGOs, donors, identifies partners, establishes arrangements, and supports sectoral coordination within the cluster approach.
- Participates in humanitarian forums and informs management of relevant developments, threats, and partnership opportunities.
