The DCOP works in close coordination with the Chief of Party (COP) and is responsible for managing the quality and timeliness of the project’s overall technical workstream. They will supervise the technical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed.

The DCOP should have a deep understanding of the context of the Ugandan basic education system, as well as evidence-base practices to improve foundational literacy and numeracy acquisition amongst pre-primary and primary students. This should include, but not be limited to, experience with and knowledge of targeted instruction and Teaching at the Right Level.


Requirements

• Master’s degree required in education, curriculum and instruction, primary teacher education or related field.; PhD or EdD preferred

• Expertise in early grade reading and math, early childhood education, teacher professional development, and targeted instruction strategies (e.g., Teaching at the Right Level)

12+ years of related work experience in increasingly senior roles, with 8+ years in leadership positions; experience working in a non-governmental organization (NGO) preferred

• Experience in the education sector in Uganda

• Proven technical leadership in USAID-funded projects preferred

• Ability to build positive working relationships with local communities, government officials, implementing partners and donors

• Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines

• Expertise in gender equality and social inclusion preferred and universal design for learning (UDL) preferred

• Oral and written fluency required in English

• Coordinate closely with the COP on all technical matters; provides support to the overall leadership and management of the project

• Provide technical leadership over all technical workstreams, activities and products.

• Lead the design and implementation of workplans; ensure strategic and cohesive program direction.

• Oversee technical outputs (activities, strategies and deliverables) and capacity building of all implementing partner organizations, ensuring cohesive technical strategy across the consortium

• With the COP, serve as primary technical liaison to the Ministry of Education and Sports and other relevant government counterparts.

• Support the MEL Director to oversee project monitoring and evaluation activities.

• Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations. 

• Contribute to timely and accurate donor reporting.

• Supervise the recruitment, hiring, and management of technical staff and consultants.  

• Provide leadership to technical staff and ensure clear roles and responsibilities; maintain clear lines of communication with project team members

• Collaborate with in-country and headquarter-based technical staff to ensure the project is implemented according to FHI 360 and industry best practices, program framework, and regulations

• Serve as project representative in the absence of the COP
