  • Master’s Degree or higher in relevant field of study (public health, health systems management, quality assurance).

  • Minimum 10 years of demonstrated experience in project management and/or project quality improvement roles within large USAID funded projects.

  • Demonstrated technical depth and understanding of quality assurance/quality improvement methodologies and approaches.

  • Demonstrated experience in successful proposal development, with a focus on large and complex projects.

  • Excellent oral and written communication skills in English. Oral and written communication skills in French are an asset.

  • Knowledge of global health trends, issues, and organizations, including donors like USAID, DFID, etc.   

  • Proven experience positioning and developing proposals for US Government opportunities (USAID, CDC, etc.) as well as for other bilateral donors (e.g., DFID, EU, etc.) required.

  • Prior experience living and/or working in low-income countries.

  • Strong organizational skills, and ability to multi-task and manage multiple competing priorities across time zones.

  • Effective collaboration and relationship building and ability to lead through influence.

  • 30% international travel is anticipated.

Program Quality:

  • Support project leadership with the implementation of PATH’s QA/QI approach, focusing on -time and on-budget achievement of interim and final project deliverables.

  • Support project leadership with the implementation of continuous quality improvement methodologies, such as the Plan-Do-Study-Act cycle.

  • Provide additional training in quality assessment/quality improvement (QA/QI) for project leadership, as needed.

  • Support projects and teams undertaking small, frequent QA/QI mini projects.

  • Support introduction and use of digital project management tools to strengthen project QA/QI.

  • Initiate a standard system for tracking program quality across projects and programs.

  • Support and conduct, as needed, reviews of required donor reports and other external reports for technical quality including post award reports.

Business Development:

In partnership with the Hub leadership, and the Hub based Technical Strategy and Business Development Advisors, EXA Director and Director Strategy and Innovation, the Director of Program Quality and Business Development will:

  • Oversee bid and proposal budget allocation and conduct a systematic analysis of Return on Investment (ROI) to ensure evidenced-based investments.

  • Conduct recurrent reviews of the regional portfolio and advise the regional senior management team on opportunities to expand the portfolio.

  • Lead the pre-award management process and coach senior leaders in the region to work with partners to identify, develop, and negotiate new opportunities.

  • Help build PATH’s brand through showcasing capabilities and enhancing stakeholders’ knowledge and understanding of PATH’s accomplishments and capabilities.

  • Provide support for the development of proposals with special focus on the large and complex proposals.

  • Conduct reviews of various proposal drafts for responsiveness and technical quality.

  • Support mobilization of strong proposal development teams as well as assume technical lead roles on proposals as appropriate.
