Requirements
- A master’s and or University degree in a relevant field (such as statistics & data management, social science, public health, development economics, or a related subject area). Those with a master’s degree will have an added advantage.
- A minimum of 5 years of working experience in Monitoring, Evaluation, Accountability, and Learning-related functions with specific experience in integrated Health, Protection, and Cash Programming
- Technical skills in setting up quality M&E/MEAL processes and creating logical frameworks and data analysis that led to learning and action.
- Proficiency and experience with mobile data collection, such as Kobo, Commcare, ODK Collect, is vital as well as proficiency with Microsoft Excel, SPSS, STATA, or other similar software. Knowledge of Tableau, Power BI, or GIS software tools is an additional asset.
- Demonstrated analytical, systematic-thinking, and problem-solving skills.
Responsibilities
Leadership and Partnership
- Manage all technical aspects and actions of MEAL regarding the ECHO Vital project; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.
- Improve MEAL systems and approaches and foster learning for the VITAL Project.
- Representing IRC at technical meetings, forums, and other events & build partnerships within IRC and other areas of expertise.
Technical Oversight
Monitoring and Evaluation.
- Lead the MEAL system and processes for the MEAL System Design & Strategy (ECHO‑Compliant):
- Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management, including the ECHO Beneficiary counting table (BCT)
- Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
Accountability and Learning.
- In collaboration with the VITAL consortium partner programs teams, lead the implementation of a functional complaints and Feedback mechanism for the project. This includes setting up clients’ preferred feedback channels, developing feedback tools and documentation, and providing timely responses to client feedback.
- Analyse client feedback data and share with the Consortium program team during project/program review meetings to inform strategic and programmatic decisions and course correction.
- Conduct project staff capacity building on feedback management processes and their role in maintaining a functional feedback system.
- Support the development of Client Responsiveness and Accountability information sharing materials/briefs, posters, and brochures, and dissemination to relevant stakeholders, partners, and Clients.
Human Resources
- Coordinate, lead, mentor, and support a dynamic small to medium team of M&E/MEAL staff; foster timely and high-quality achievement, and an inclusive and respectful team climate.
- Promote the growth and development of others in IRC teams and partners in M&E/MEAL: Lead and craft high-quality technical training and learning materials for partners, colleagues, and junior staff.
- Participate in the recruitment and onboarding of country M&E/MEAL officers, assistants, and (if relevant) external consultants.
