Qualifications, Skills and Experience:

  • Education: Master or equivalent (Advanced University Degree) in social sciences, statistics, planning development, monitoring, project management.
  • Work Experience: At least 5 years of relevant work experience in Programme Management, programme development, programme implementation, monitoring, evaluation, emergency programming, emergency preparedness planning, and any other related fields.
  • At least one instance of exposure to emergency programming, including preparedness planning.
  • Skills: Programme Planning, Data Collection, Data Analysis, Partnerships, Reporting, Statistics.
  • Language Requirements: Fluency in English is required


Responsibilities

Under the overall direction and guidance of the Chief of Field Office, Moroto, and with matrixed reporting to the Chief of PME, the Planning and Monitoring Specialist (Nutrition) will

  • Establish a Monitoring and Information Management (MIM) Hub under the Chief Field Office to ensure overall integrated planning, monitoring and data system for the Project.
  • Ensure coordination of an effectively functioning decentralized monitoring system which enables centralization and analysis of programmatic data to inform planning and decision-making, using innovative approaches where possible and as needed.
  • Ensure quality evidence-based and results-based information is available to meet UNICEF corporate reporting requirements and donor reporting to ensure UNICEF accountability to beneficiaries, Government, donors and other stakeholders.
  • The post holder is responsible for supporting the Chief of Nutrition and the Chief of Zonal Office to effectively manage and monitor programme implementation, with a view to timely adaptation to minimizing risks and achieving results for

Key Duties and Responsibilities: Matrixed to the Chief PME, the main tasks of the Planning and Monitoring Specialist (Nutrition) will include but not be limited to:

  • Coordinate within UNICEF and with implementing partners to ensure monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized to feed into implementation, monitoring, and risk-compliance
  • Based on monitoring and analysis of key performance and management indicators, provide inputs to management reports.
  • Ensure adequate planning and quality of Programmatic Visits (PVs) through the Field Monitoring Module (FMM) in eTools, in close consultation with all Chief of Field Office.
  • Strengthen end-user monitoring of supplies and services supported by UNICEF, in close collaboration with all Sections, Field Offices, and the Supply Team in Operations.
  • Provide quality assurance of data and results, and systematically screen and cross-check internal and external reports, information and communication material for accuracy and consistency.
  • Support monitoring of Programme supply inputs within wider framework of projected results for affected population.
  • Support UNICEF’s accountability to affected people, supporting the maintenance of an effective feedback mechanism and handling complaints appropriately, by ensuring data about the most vulnerable is systematically collected and analyzed, and reported on.
