Description

Project Background

On behalf of the German Federal Foreign Office (AA), GIZ has been supporting police reform and security sector governance in Africa since 2008, with activities in Kenya since 2019. The new project seeks to strengthen the integrity, accountability and professionalism of the National Police Service (NPS) through enhanced independent police oversight and community-oriented policing.

A key focus is strengthening the institutional and operational capacity of the Independent Policing Oversight Authority (IPOA) to effectively investigate police misconduct, enhance accountability, improve public engagement and build trust in independent oversight mechanisms. The project will also support improved complaint-handling and investigation procedures, institutional development and police oversight in the context of the 2027 general elections.

Key Responsibilities

The Technical Advisor will:

  • Provide technical and organisational advice to IPOA to strengthen institutional capacity, operational effectiveness and independent oversight functions.
  • Lead the planning, coordination, implementation and monitoring of IPOA component activities, including work plans, budgets and reporting.
  • Support the improvement of complaint-handling systems, investigation procedures, case management, institutional reporting and digital information management.
  • Facilitate the development and implementation of institutional strategies, standard operating procedures (SOPs), guidelines and capacity development initiatives.
  • Strengthen collaboration and dialogue between IPOA, NPS, justice sector institutions, civil society and other relevant stakeholders, while safeguarding IPOA's independence and impartiality.
  • Support public communication, citizen engagement and outreach, particularly among marginalised and vulnerable groups.
  • Strengthen police oversight and monitoring capacities, including preparations for the 2027 general elections.
  • Integrate human rights, gender equality and conflict-sensitive approaches into project implementation.
  • Monitor project progress, budgets, risks and results, and contribute to knowledge management, documentation and reporting.

Required Qualifications and Experience

  • Master's degree or higher in Law, Political Science, Governance, Human Rights, Security Studies, Public Administration or a related discipline.
  • At least 5–10 years of relevant professional experience in governance, rule of law, security sector reform, human rights or institutional capacity development.
  • Demonstrated experience working with oversight institutions, accountability mechanisms, justice sector institutions or comparable public institutions.
  • Good understanding of Kenya's security and justice sector, particularly IPOA, police accountability and oversight mechanisms.
  • Proven experience in institutional development, technical advisory services and designing and implementing capacity development initiatives.
  • Knowledge of complaint handling, investigations, case management, institutional monitoring and reporting systems is an added advantage.
  • Experience engaging government institutions, civil society organisations and development partners in politically sensitive environments.
  • Demonstrated ability to plan and manage project activities, coordinate stakeholders and consultants, monitor budgets and report results, preferably within donor-funded programmes.
  • Excellent stakeholder engagement, networking, communication, analytical and diplomatic skills.
  • Excellent command of professional English; knowledge of Kiswahili is an added advantage.

Other Competencies

  • High levels of integrity, discretion, political sensitivity and commitment to institutional independence.
  • Strong organisational, analytical, advisory and problem-solving skills.
  • Ability to facilitate dialogue and build partnerships among institutions with diverse mandates and interests.
  • Excellent interpersonal skills and ability to work in multicultural and multidisciplinary teams.
  • Good working knowledge of ICT and standard office applications; familiarity with digital case management systems is an advantage.
  • Willingness to travel within Kenya and undertake further professional development as required.
