Description
HIAS Kenya seeks to recruit a Resettlement Specialist who will contribute towards meeting the departmental goals, aimed at promoting resettlement as a durable solution for the most at-risk refugee populations. The Resettlement Specialist is responsible for reviewing resettlement needs assessments and resettlement referral forms (RRFs) for onward submissions as per the targets set by the Office. They will also provide leadership, expert advice, and guidance on complex refugee and resettlement-related issues, including legal issues, to the Resettlement team. The Specialist will be responsible for timely drafting, review, and submission of reports for country and HQ levels, as well as for donors.
Requirements
- University degree in relevant area (e.g. international law/refugee law, political science, social sciences preferably in social work etc.)
- Thorough understanding of the principles of refugee law and UNHCR’s mandate.
- Minimum of 4 years’ professional experience in working in refugee related context or in an NGO related context. Refugee Resettlement experience is preferred.
- Knowledge of international legal framework governing refugees, human rights/human rights law preferred,
- Experience drafting and reviewing RRFs
- Experience in the area of refugee resettlement - conducting refugee resettlement assessments and submissions
- Excellent written and oral communication skills
- Ability to interact with refugee populations, strong interpersonal and diplomacy skills
- Knowledge in Accountability to Affected Populations
- Knowledge in PSEA
Responsibilities
- Develop, coordinate, and strengthen relationships with local partners, stakeholders, and communities to maintain trust in HIAS’s professional standards and quality of work among all stakeholders.
- Provide leadership and contribute to the timely performance & development management measures for the resettlement program staff, including appraisals and remedial actions.
- Review the team’s Resettlement Referral Forms (RRFs) for procedural compliance and quality, and submit to the Third Country Solutions: To review and submit 30 individual per month.
- Review BIDs & BIAs presented by the associates to ensure they meet the required standards before submission to the BID panel.
- Attend theme group meetings with various stakeholders and report back.
- Assist in preparing a budget for resettlement activities as well as monitoring expenditures
- Facilitate and participate in training on resettlement and anti-fraud, including but not limited to preparing training materials and conducting research.
- Act as the project focal person for the resettlement project.
- Contribute to the development, enhancement, and monitoring of HIAS SOPs, policies, and guidelines for resettlement and anti-fraud practices
- Actively participate in assessing needs, preparing a strategy and budget for resettlement activities and monitoring expenditures.
- Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in preparation of reports, and review the prepared reports
- Monitor resettlement activities to ensure progress against targets, transparency, and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
- Provide reports as needed to the Program Director or their designate, including accurate figures of submissions done and challenges encountered in the agreed format.
- Provide timely and accurate feedback and information to HIAS resettlement partners and stakeholders.
- Perform other duties as and when required.
