Carbon Markets Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation and has been commissioned with the following to projects:

1. The German Federal Ministry for Economic Development and Cooperation (BMZ) commissioned GIZ with the Project “Promoting Climate Strategies and NDC Implementation at County Level (Kenya CAN)”, which aims to strengthen the institutional frameworks for the implementation of cross-sectoral climate policies, while strengthening the capacities of the Governemetn of Kenya to engage and make use of carbon market mechanisms and to integrate them through their different approaches and frameworks.
   

2. The German Federal Ministry for Economic Affairs and Climate Action (BMWK) commissioned the GIZ Global “Carbon Market (GCM)” Project with a goal to strengthen the readiness of public and private sector actors in the partner countries regarding the design and use of market-based and other economic climate protection instruments. Thus, the GIZ GCM project together with the UNFCCC Regional Collaboration Centre for Eastern and Southern Africa jointly support the Eastern Africa Alliance on Carbon Markets and Climate Finance (EAA). The Alliance offers a platform for member countries (Burundi, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda) to shape the regional approach on carbon markets and finance, and to strengthen their readiness to implement the new generation of market mechanisms.
   

The advisor shall be responsible for:

• Engaging government, private sector, development partners, other commissions, and other key stakeholders to facilitate project implementation.
  

• Strategic level planning to guide implementation of the Kenya CAN and GCM project activities including development of planning documents.
  

• Provide technical backstopping for project partners on climate change mitigation in general but specifically on carbon markets and/or carbon pricing.
  

• Communication of project activities for visibility and awareness to political and commissioning partners and other stakeholders.
  

• Logistical support towards the delivery of Kenya Can and GCM project activities.
  

• Contributing to and supporting close integration of the energy and climate sector in Kenya as well as the broader sectoral processes such as digitalization.
  

In consultation with the project manager, the Advisor will support the following:

i) Coordination and technical backstopping

• Engagements with public and private partners and relevant stakeholders on topics of carbon markets, article 6 of the Paris Agreement, climate change mitigation and NDC implementation. Partners may include, the Climate Change Directorate (CCD) at the Ministry of Environment, Climate Change and Forestry (MoECCF), the Designated National Authority, the National Treasury (NT) and UNFCCC focal points of project
  countries, private sector institutions, etc.
• Assist the coordination of project activities with the East African Alliance on Carbon Markets and Climate Finance, NDC-Partnership, UNFCCC Regional Collaboration Center Kampala, relevant development partner initiatives, as well as GIZ projects in Kenya, Head
  Quarters and other countries.
• Contribute to planning, coordination and documentation of workshops, trainings and other project activities.
  
• Provide technical support to the commissioning parties e.g. The German Federal Ministry for Economic Development and Cooperation (BMZ) and the German Federal Ministry
  of Economic Affairs and Energy (BMWE), providing input for mid-term and annual reports, state of the art analysis, project progress reports, concepts and policy briefs.

ii) Communication and Knowledge management

• Keep well-informed about current developments in international climate discussions on carbon markets and/or carbon pricing particularly on Article 6 of the Paris Agreement and the voluntary carbon markets.
  
• Developing and disseminating materials on project activities and developments in the carbon markets and climate change topics to enhance visibility of the project among relevant stakeholders.
  
• Preparing communication materials such as project fact sheets and power point presentations.
  
• Drawing up periodic reports, organising and updating project documentation and maintaining project databases.
  

iii) Analysis and research

• Regularly research and review the latest developments and best practices in international climate policy and provide technical guidance in the development and implementation of climate change policies and strategies at both national and regional level (Eastern Africa).
  

Qualifications and Specialist Knowledge

• Bachelor’s Degree in Climate Change, Economics, Environment or a related field. A master’s degree in a related field is an added advantage.
  

• Minimum 5 years of professional experience in the implementation of climate change-related projects and activities.
  

• Experience in carbon markets and climate change mitigation at national, regional, and international levels.
  

• A good understanding of the United Nations Framework Convention on Climate Change (UNFCCC) processes, such as the Conferences of the Parties (COP) meetings and the progress of the Nationally Determined Contributions (NDCs).
  

• Knowledge about international climate change discussions and relevant international frameworks, e.g., the Paris Agreement, Article 6, Voluntary Carbon Markets, etc.
  

• Familiarity with Kenya’s climate change institutional and political landscape, and key sector stakeholders.
