Germany is supporting the Intergovernmental Authority on Development (IGAD) a regional economic community with Headquarters in Djibouti through GIZ implementing the Strengthening IGAD's capacity to increase resilience in the Horn of Africa (SCIDA III) program. There are four main components of the program focusing on capacity building, for IGAD (Component I), its efforts to address the effects of climate change through a regional drought resilience initiative at the Horn of Africa (Component II) to counter the effects of climate change by strengthening regional digital pandemic preparedness and One Digital Health in the Horn of Africa (Component III) and coordinating actions in the IGAD borderlands to enhance resilience, cross-border coordination and reduce the impact of local conflicts (Component IV)
The key objective of Component I is to strengthen IGADs capacities for regional disaster risk management (DRM) and the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI), With Component II the project will contribute to IDDRSI by piloting livelihood activities,
strengthening transhumance and rangeland management for agro-pastoralist communities in borderlands. Component III strengthens One Health Data utilization in the IGAD Region and establishes a regional pandemic data analysis platform. Component IV focuses on supporting the coordination for the Peaceful & Resilient Borderlands Program and ensuring reinforced
coordination in IGAD borderlands to enhance information sharing to mitigate conflicts, strengthening resilience and promote social- economic development
A. Responsibilities
The communication advisor will be part of a dynamic & agile team supporting all aspects of communication during the implementation of SCIDA III project. The communication advisor will report to the Head of Component and the Project Director and will work to coordinate and enhance the communication needs of SCIDA III.
The communication advisor will supervise consultants responsible for the execution of a communications strategy for the Peaceful & Resilient Borderlands Programme. Furthermore, as a regional programme, joint messages at conferences, establishment of newsletters, to keep stakeholders informed across countries, social media posts, as well as quality control in external messages will be key to success. As the project has different co-financiers – including the
EU & BMZ, aligned use of communications materials, logos, political statements, press releases etc. are often required. The position will be based in Nairobi but will work on national and regional activities in the IGAD member states of Djibouti, Ethiopia, Kenya, South Sudan, Somalia and Uganda.
B. Tasks
a) Oversee the Communication Consultant in developing & implementing a PRBC communication strategy, establishing a website and logo.
b) Manage all current communications products within the 4 SCIDA III outputs to review and identify updates and future requirements.
Work closely with the communications departments of GIZ Ethiopia & Djibouti, GIZ Kenya, GIZ Uganda as well as GIZ Headquarters.
Establish internal systems and templates to ensure easier internal delivery of communications in the future.
Identify stories and case studies for the SCIDA III 4 outputs and create products from them.
Actively supporting in developing and updating of factsheets, as well as in collecting and writing of stories and communication materials for project specific activities undertaken within the IGAD member states.
Maintaining and keeping up-to-date status of the communication related sections of the Data management system (DMS) – including up to date picture management, document management etc.
Supporting Components in their local, as well as in their regional communications strategies and messaging (use of donor logos, writing of press releases, articles, country specific flyers and factsheets etc)
c) Ensuring digital presence of the project that will present the results of the cooperation
between GIZ, IGAD & the EU. This may include:
Utilization of social media channels
Content Management for Communications
Include the security and data protection features required by the GIZ Web Office.
d) Production of audio-visual content required for the implementation of the strategy that
demonstrates
Success stories, picture books, documentaries, videos, podcasts, LinkedIn posts and results of the SCIDA III project and specifically for the PRBC
Brochures and Publications, print-ready PDF-files and open files (e.g., InDesign) for each publication.
General communication support including Advising on regional communications towards the IGAD member states and other partners, including the development of stakeholder specific messages and communications materials, as shall arise.
Supporting & participating in planning for upcoming events to promote the project, at regional, as well as at country level.
Providing communication products for external and internal communications based on the project’s communication strategy in a consistent and timely manner.
e) Supporting Knowledge Management
Support the SCIDA III Knowledge Management Specialist to effectively collect information relevant to coordinating resilience initiatives and lessons learned that are related to project outcomes at national and regional levels. The information is for uploading on: the IGAD Resilience KM Platform, the PRBP Website hosted by IGAD, work on the PRBC Website, IGAD Website and the information to be sent to the EU Website.
Supporting the Annual reporting processes to the EU & to BMZ, including supporting in the drafting and proofreading of such reports.
Actively support in the development of knowledge products under the SCIDA III project
with a specific focus on Output 2 and 4.
C. Required qualifications, competencies, and experience
Qualifications:
Degree or advanced education in Communication.
Master’s degree in communication will be an added advantage.
D. Professional Experience
5 - 7 years of professional experience in communications and / or marketing, public relations Knowledge of relevant forums & media on national and regional level
Strong ability to network.
Excellent writing and communication skills.
Excellent knowledge of PowerPoint, online media tools, as well as social media.
Team player with natural standing and ability to work in multi-cultural teams across various countries.
Ability to work under pressure on multiple levels of management and communication.
Willingness to travel across the IGAD region.
Excellent English knowledge is required
Duty station: Nairobi
Contract Duration: Initial contract up to 01.03.2027 with possibilities of extension.
