The Kenya Private Sector Alliance (KEPSA) is the apex body for the private sector in Kenya. KEPSA brings together local and foreign business associations, federations, chambers of commerce, professional bodies that are sectoral umbrella bodies and individual sectoral business membership organizations, corporates, from multinationals to large and medium- sized companies, SMEs, and start-ups from all sectors of the economy, across all parts of the country. This gives KEPSA a reach of over 2 million businesses directly and indirectly. KEPSA also serves as the national focal point of the East Africa Business Council (EABC), the umbrella body of businesses in East Africa. It hosts the International Chamber of Commerce (ICC) Kenya Chapter, a member of the ICC with a reach of over 45 million businesses globally.
The Micro Small and Medium Enterprises (MSMEs) in Kenya, contribute approximately 40% of the GDP is with the majority falling in the informal sector. MSMEs in Kenya are engines of economic growth and development, research suggests that MSMEs account for over 80% of firms in Kenya, create jobs, contribute to GDP, aid industrial development, satisfy local demand for services, innovate, and support large firms with inputs and services.

OBJECTIVE OF THE ROLE
As the Monitoring and Evaluation (M&E) Officer for the Jiinue Growth Program (JGP) at KEPSA, you will be responsible for developing and managing the program’s monitoring, evaluation, and learning framework. You will ensure accurate data collection, timely analysis, and evidence- based reporting to track progress and assess the impact of the program, documentation of lessons learned, and dissemination of findings to inform program improvements. You will report to the Chief SME & Enterprise Development Officer and contribute to KEPSA’s broader mission of supporting youth- and women-led MSMEs across Kenya.
1. M&E Framework and Strategy
- Design, implement, and manage the JGP M&E framework, including indicators, targets, tools, and methodologies aligned with program objectives and donor requirements.
- Define clear performance metrics to track MSME growth, access to finance, market linkages, and resilience.
- Contribute M&E insights to proposals, concept notes, and strategic documents to strengthen program growth and sustainability.
2. Data Collection, Validation, and Analysis
- Lead the collection, verification, and analysis of program data from KEPSA field assistants, trainers, and other program staff to ensure quality and accuracy.
- Conduct regular field visits to monitor implementation, provide technical support, and validate reported results.
- Support and coordinate baseline, annual tracer surveys, mid-term, and end-term evaluations, as well as thematic studies to measure impact.
3. Data Management and Archiving
- Establish and maintain a comprehensive participants and activity database, ensuring accurate and up-to-date records.
- Oversee a robust program data management and archiving system (digital and physical) to ensure secure storage, backups, accessibility, and retrieval of program data.
- Ensure compliance with data protection standards and donor/KEPSA accountability requirements.
4. Reporting and Knowledge Sharing
- Produce high-quality reports, dashboards, case studies, and success stories for internal use, donor reporting, and external communications.
- Facilitate regular reflection, review, and learning sessions with staff and partners, integrating lessons learned into ongoing program design and implementation.
- Document and disseminate best practices, innovations, and lessons to inform sector-wide MSME development.
5. Risk Identification and Adaptive Management
- Identify risks, challenges, and opportunities in program implementation through M&E findings.
- Provide timely and practical recommendations to strengthen program performance and impact.
6. Capacity Building and Stakeholder Engagement
- Build the capacity of KEPSA staff, field assistants, and partners on M&E tools, methodologies, and reporting standards.
- Collaborate with financial institutions, government agencies, and development partners to harmonize data collection and reporting.
- Provide technical support to partners to ensure consistent use of M&E systems and frameworks.
Qualifications and Experience
Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Social Sciences, Development Studies, or related field. A Master’s degree is an added advantage.
At least 5 years’ experience in M&E, preferably in MSME or Youth related in development programs.
Strong knowledge of M&E frameworks, results-based management, and data quality assurance.
Proficiency in data analysis tools (Excel, SPSS, STATA, Power BI, or other M&E software) and mobile data collection tools.
Strong track record in development work reporting, preferably with multi-stakeholder or multi-sector programs.
Proven skills in MEL system design, data management, and use of quantitative and qualitative research methods.
Excellent communication skills with the ability to synthesize complex findings for diverse audiences and a team player.
Demonstrated ability to manage multiple tasks and meet deadlines in a dynamic environment.
