The GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is a German Federal enterprise that provides services worldwide in the field of international cooperation for sustainable development. GIZ has over 60 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, agriculture, migration and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party.

The GIZ Forced Displacement and Migration (FDM) Programme in Kenya currently consists of 6 projects and forms a cooperation and exchange forum for projects of the same target group: refugees and migrants. The Programme closely cooperates with UNHCR.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a Monitoring and Evaluation (M&E) Advisor for the FDM Programme.



A. Summary of responsibilities

The M&E Advisor will be responsible for the overall results-based monitoring of the above programme. The M&E Advisor will be responsible for developing, implementing, and managing the monitoring and evaluation framework of the project/cluster. The role ensures that project/cluster activities are effectively monitored, outcomes are accurately measured, and results are used to inform adaptive project management and reporting.


Key tasks and duties

M&E Advisor will ensure the smooth coordination and implementation of monitoring and evaluation activities as well as reporting processes. Key tasks include but are not limited to:

  • Monitoring Framework: Develop and implement a comprehensive M&E plan, including indicators, tools, data collection methods, and reporting schedules aligned with the projects’ logframes or results frameworks.

  • Data Collection & Analysis: Design tools and methodologies for data collection; oversee baseline, midline, and endline assessments; ensure quality assurance and timely data collection and analysis.

  • Performance Tracking: Track project progress against KPIs, outputs, outcomes, and impact indicators; identify challenges and propose corrective actions; evaluate value for money (cost effectiveness) by assessing the programme results against the funds spend.

  • Reporting: Prepare M&E reports, dashboards, and contribute to donor reports, evaluation studies, and internal reviews.

  • Capacity Building: Train and support project staff and partners on M&E tools, processes, and data management.

  • Learning & Improvement: Facilitate data use for learning and decision-making; organize learning workshops and contribute to knowledge management.

  • Compliance & Quality: Ensure M&E activities align with donor and organizational standards, ethical guidelines, and quality assurance protocols.

  • Stakeholder Engagement: Coordinate with stakeholders, beneficiaries, government partners, and donor agencies regarding M&E activities and findings.

  • Data management.

  • Other duties and tasks at the request of supervisor.


B. Qualifications/ requirements

  • University degree (BA/BSc) in M&E (or M&E certification) or in Social Sciences, Statistics, Economics, Public or Business Administration, International Development, or a related field.

  • Extensive practical knowledge in M&E

  • At least 5 years of relevant experience in M&E roles in development projects or programs.

  • Experience with logical frameworks, Theory of Change, and results-based management.

  • Proven experience designing and implementing M&E systems, preferably for donor-funded projects (e.g., GIZ, USAID, EU, UN, World Bank).

  • Experience with qualitative and quantitative data collection, analysis software (e.g., SPSS, STATA, R, KoboToolbox, Power BI)

  • Strong research, analytical and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Attention to detail and ability to manage multiple tasks.

  • Proficient in MS Office applications and data analysis software.

  • Strong interpersonal and teamwork skills.

  • Ability to work flexibly, independently, and under pressure.

  • Fluency in English and Kiswahili, Somali as an asset.

  • Willingness to regularly travel to the project implantation areas.

Assignment period:

Initial contract will run until 30.06.2026

Duty location

Nairobi with frequent travels to Kakuma and Dadaab
