1. Background

The Western Indian Ocean (WIO) is critical for the food security, livelihoods and economic development of ten states in eastern and southern Africa, supporting an estimated 60 million people. Prominent blue economy sectors include fisheries, tourism, shipping, extractives and aquaculture. However, population growth, unsustainable consumption, pollution and climate change impacts are placing increasing pressure on fragile coastal and marine ecosystems.

In response, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement ProsperBlue. The programme partners with a diversity of regional, national, and local organizations to support them collaborate and contribute to the protection and sustainable use of marine and coastal biodiversity in the WIO region through an inclusive and sustainable blue economy (ISBE). Managed from Nairobi, Kenya, ProsperBlue
partners with the Nairobi Convention, an intergovernmental environmental agreement and platform covering the WIO and coordinated by UNEP. It has also helped to establish the multi-stakeholder “Our Blue Future” initiative, now with 35 partners focused on an ISBE.

ProsperBlue is implementing Pillar 2 of the EU-funded Sustainable Western Indian Ocean
Programme (SWIOP). SWIOP is a multi-country, multi-partner programme supporting sustainable blue economy development and regional cooperation in nine countries of the WIO. SWIOP is coordinated at regional level by the European Union Delegation to Tanzania with the support of GIZ ProsperBlue.



2. Overall purpose of the position

The Monitoring, Evaluation and Reporting (MER) Advisor strengthens ProsperBlue’s and SWIOP’s monitoring, evaluation and reporting systems, working jointly with an existing M&E Advisor as a shared MER lead function. The role ensures robust results tracking, high-quality
reporting and evidence-based accountability across ProsperBlue components, Our Blue Future (OBF) activities and SWIOP coordination structures, in line with EU and GIZ requirements.


Responsibilities
1. Your tasks
  • Lead the design, implementation and continuous improvement of the Monitoring, Evaluation and Reporting (MER) system of the EU SWIOP overall program and the GIZ implemented pillar SWIOP-Invest and ensure methodological coherence with the overall MER System of ProsperBlue.

  • Support the continuous improvement of ProsperBlue’s MER system, in close coordination with the existing MER Advisor.

  • Support the development, maintenance and application of results frameworks, indicators, data collection tools and guidance across ProsperBlue and SWIOP-related activities.

  • Support quantitative and qualitative data collection, validation, consolidation and analysis across programme components, countries and partners.

  • Lead or co-lead preparation and quality assurance of donor and internal reports, including EU (SWIOP and SWIOP-Invest) reporting, ensuring consistency between narrative reporting, indicator data and supporting evidence.

  • Support audits, evaluations, reviews and donor missions, including preparation of background materials and follow-up on recommendations.

  • Support monitoring and reporting of Our Blue Future (OBF) activities and results, in close
    coordination with the OBF Secretariat, and ensure appropriate integration into ProsperBlue and SWIOP reporting.

  • Provide technical support and guidance to ProsperBlue component teams, selected partners and the SWIOP Secretariat on results-based management, monitoring and reporting requirements.

  • Contribute MER inputs to SWIOP coordination processes and briefings for the European Union Delegation to Tanzania.

  • Support identification of implementation risks, performance gaps and corrective actions based on monitoring data.

2. Your profile

Required:

  • Bachelor’s degree in monitoring and evaluation, development studies, economics, public policy, social sciences or a related field.

  • At least three years of relevant professional experience in monitoring, evaluation and/or reporting within international development programmes, preferably in EU- and/or BMZ-funded contexts.

  • Demonstrated experience in results-based management, indicator development, data analysis and donor reporting.

  • Excellent written and spoken English, with strong ability to draft high-quality reports and analytical summaries.

  • Strong analytical, organisational and coordination skills.

  • Ability to work effectively in complex, multicultural and multi-stakeholder environments.

Desirable

  • Experience working in multi-country or multi-partner programmes.

  • Familiarity with EU reporting requirements and quality assurance processes.

  • Experience related to blue economy, environmental governance or sustainability programmes.
