GIZ Digital Transformation Centre Kenya:

GIZ DTC Kenya is a technical cooperation project of the German Federal Ministry for Economic Cooperation and Development (BMZ) implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. GIZ DTC Kenya is based in Nairobi, Kenya and works with the Ministry of ICT and Digital Economy. The cooperation project aims to support the Government
of Kenya in creating an enabling environment for the digital economy, by promoting digital innovation and entrepreneurship, fostering digital skills development and improving the enabling environment for the digital economy. The project also aims to support the development of a comprehensive and sustainable digital infrastructure to enable Kenya's transition to a digital economy.

The Multi-Donor Action “Human Centerd Digitalisation - Phase IIis jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Digital Transformation Center Kenya”. In phase II of the TEI, Team Europe can build on where it is already visibly impacting the lives of Kenyans under phase I. The digital economy pillar complements skilling through TVET under phase I, by focusing on graduates’ immediate skilling needs to access private sector jobs. The digital governance pillar continues efforts on human-centric e-services, data protection, artificial intelligence and GovStack. In addition, the Action furthers digital diplomacy goals through its support to the Team Europe Digital Hub.

The Overall Objective of the Action is to contribute to a more inclusive and greener Kenya. The Specific Objectives (outcomes) of the Action are SO1) the Digital Economy expanded and SO2) the digital governance for a human-centred and sustainable digital transformation strengthened.

The Outputs of the Action are:

1.1 The institutional and entrepreneurial capacities for inclusive global employment in Kenya's digital economy are strengthened.

2.1 Capacities to steer and implement human-centred digital policies and regulations are strengthened in line with the multi-actor approach.

2.2 The implementation capacities of public actors are strengthened with regard to the development and scaling of digital public infrastructures (DPI).

The DTC will further be supporting the newly established EU’s Team Europe Digital Hub in as a secretary function.


Position Overview:

The DTC Kenya is seeking a dedicated and motivated Advisor to support the Team Europe Digital Hub as well as the DTC’s Outreach and Advocacy activities.

Key Responsibilities:

  1. Outreach and Advocacy work
  • Responsible for initiating, implementing, and documenting all outreach and advocacy activities
    of the Digital Transformation Center (DTC). This includes all thematic areas in which the DTC is active. The content and focus of these activities are developed in close coordination with the technical advisors and DTC management.

  • Activities include, for example, the conceptualization and development of targeted materials, the
    design and execution of campaigns (such as impact or success story campaigns), and the creation of social media content.

  • The Advisor also supports the planning and organization of topic-related events, primarily in
    Kenya but also internationally when required. This includes, for example, providing advice on suitable event formats, designing agenda segments as part of larger conferences, and coordinating logistics with relevant partners.

  • Supports the conceptualization and production of promotional materials and visibility items.


  1. Community Management of the Team Europe Digital Hub
  • Supports the Government Liaison and Strategic Partnership Advisors in managing the Team
    Europe Digital Hub and the contribution of DTC to it. The main focus is on community management, ensuring that Hub members are actively engaged, regularly informed, and able to contribute to the Hub’s objectives.

  • Develops and implements internal and external campaigns to increase the Hub’s visibility,
    raise awareness of its mission and agenda, coordinate partner engagements and highlight its achievements.

  • In this function, the Advisor will work closely with the DTC management team, the EU focal point, and other political and strategic stakeholders to ensure coherence and alignment across initiatives.

  • Contributes to the development of knowledge-sharing mechanisms and coordination tools to
    strengthen collaboration among Hub members.


  1. GIZ-internal and external communications and storytelling
  • Responsible for managing all internal and external communication activities of the DTC.

  • Oversees and further develops the DTC website (dtc-kenya.org ensuring that content is up to date, engaging, and aligned with GIZ and EU communication guidelines.

  • Acts as the focal point for all communication matters related to the DTC, including participation
    in GIZ internal communication meetings and close coordination with other communication advisors in Kenya and globally.

  • Ensures compliance with GIZ and EU communication and visibility standards and provides guidance to the DTC team on these requirements.

  • Supports storytelling and documentation of DTC activities, highlighting success stories, lessons
    learned, and project impact through various communication channels.


Qualifications:

  • Advanced university degree (Master’s or
    equivalent) in Communications, Advocacy, International Relations,
    Development Studies, Social Sciences, or a related field.

Professional Experience:

  • Minimum of five (5) years of relevant
    professional experience in advocacy, outreach, or communications within
    the context of international development cooperation, ideally in the
    field of digital transformation.
  • Demonstrated experience in policy and
    advocacy work, community management, and mainstreaming processes,
    preferably within a multinational or international organization.
  • Proven track record in content development
    and digital communication, including campaign design, storytelling, and
    visibility work.

Technical Skills:

  • Proficiency in content creation and design
    tools such as Canva, Adobe Photoshop, and the Microsoft Office Suite.
  • Experience with WordPress or other website
    content management systems (CMS).
  • Strong skills in copywriting, content
    creation, editing, and website management and design.

Development Cooperation Experience: Experience working with bilateral and
multilateral development organizations (e.g., GIZ, EU, UNDP, USAID, World
Bank) or similar institutions.

Knowledge and Interests: Strong understanding of and interest in
digital transformation topics, such as digital governance, emerging
technologies, and public sector innovation.

    strong attention to detail and the ability to manage multiple priorities
