BACKGROUND

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in international cooperation for sustainable development.

In Kenya, GIZ works in sustainable economic development and employment promotion, agriculture and food security, renewable energy and climate change, vocational education and training, private sector development, climate resilience, and sustainable agri-food systems.

The Procurement and Contracting Department enables effective programme implementation by providing professional procurement and contracting services, advisory support, stakeholder coordination, and compliance oversight in accordance with GIZ policies and organizational requirements.

RESPONSIBILITIES

The Procurement & Contracting Specialist supports and manages procurement and contracting activities throughout the procurement lifecycle while providing advisory services, stakeholder coordination, and compliance support. The role promotes efficient, compliant, and service-oriented procurement processes through SAP S/4HANA and close collaboration with projects, service units, Headquarters, and business partners.

KEY TASKS

Procurement & Contracting

  • Manage end-to-end procurement and contracting processes in accordance with GIZ policies and regulations.
  • Plan, implement, monitor, and review procurement activities across different procurement modalities.
  • Conduct market research and prepare procurement and contracting documentation.
  • Monitor timelines, identify risks, and implement mitigation measures.
  • Support compliance reviews, audits, reporting, and achievement of departmental service standards.

Advisory Services

  • Advise projects, service units, and management on procurement procedures, sourcing strategies, contract implementation, amendments, close-out, and compliance requirements.
  • Interpret procurement regulations and promote best practices in procurement, contracting, and supplier relationship management.

Stakeholder Coordination

  • Serve as the focal point between projects, service units, Headquarters, and business partners.
  • Coordinate procurement processes, facilitate communication, resolve procurement issues, and represent the department in meetings where required.

SAP S/4HANA & Digital Processes

  • Execute procurement and contracting activities using SAP S/4HANA and approved digital systems.
  • Maintain accurate procurement records in SAP, CORE, and related systems.
  • Support workflow monitoring, reporting, digital process improvements, and adoption of procurement technologies.

Continuous Improvement

  • Contribute to process improvement, standardization, and optimization initiatives.
  • Develop procurement tools, templates, and SOPs.
  • Facilitate stakeholder training and knowledge sharing.
  • Support change management, business continuity, and departmental planning while keeping abreast of procurement regulations and digital systems.

QUALIFICATIONS

  • University degree in Business Administration, Procurement & Supply Chain Management, Law, Public Administration, or a related field.
  • Professional procurement qualification (CIPS, CPSP(K), or equivalent) is an added advantage.
  • Certification in project management or business process improvement is desirable.

EXPERIENCE

  • Minimum three (3) years' relevant experience in procurement, contracting, supply chain management, or related operational functions.
  • Demonstrated experience managing end-to-end procurement and contracting processes.
  • Experience advising stakeholders on procurement and compliance matters.
  • Experience coordinating multiple stakeholders and managing supplier relationships.
  • Experience using ERP systems, preferably SAP S/4HANA, and digital document management platforms.
  • Experience in contract implementation, monitoring, amendments, and close-out.
  • Experience in process improvement, digitalization, international organizations, donor-funded environments, or knowledge of GIZ procurement procedures is an added advantage.
  • Demonstrated integrity, professionalism, and commitment to confidentiality.

Duty Station: Nairobi

Duration: One (1) year with possibility of extension
