Regional Advisor - Performance Management (Mombasa)
Description
The Strengthening Good Governance in Kenya (GoGo) Programme, co-financed by the European Union and the German Government and implemented by GIZ, supports Kenya’s efforts to promote good governance by strengthening anti-corruption measures, improving public financial management, and enhancing accountability and transparency at both national and county levels. A central focus of the programme is working directly with 15 county governments - both executives and assemblies - to improve the efficiency of public service delivery through transparent, accountable, and participatory processes.
To achieve this, GoGo is seeking a Regional Advisor to be based in Mombasa. The position plays a critical role as the programme’s liaison person for counties in the Eastern Region, ensuring effective coordination and communication with local partners, representation in relevant meetings and liaison with other GIZ programmes in the region. The Regional Advisor will contribute to the conceptualisation and implementation of capacity-building initiatives, provide mentoring and technical support, where necessary, provide On-the-Job-training and help strengthen citizen-oriented service delivery at the devolved level.
Technically, the Advisor will be anchored under Output 3: Performance Management, where the main responsibility will be to advance approaches and tools that enable counties to plan, monitor, and deliver services more effectively. By doing so, the role directly supports the programme’s objective of fostering performance-driven, transparent, and citizen-centred governance.
Key Responsibilities:
- Coordinating and communicating with county-level partners in the Eastern Region on programme activities, while following up on learning achievements and capacity gaps relevant to the programme.
- Providing technical assistance to counties on performance management, with a special focus on public expenditure management and monitoring and evaluation systems to improve public service delivery.
- Promoting inter-county collaboration within the Eastern Region to share best practices and strengthen governance structures.
- Liaising with civil society and other stakeholders to strengthen citizen participation and accountability in county governance.
- Coordinating with other project outputs (public financial management, anti-corruption, transparency, illicit financial flows) to ensure an integrated approach to governance reform.
- Collaborating with other donor-funded programmes supporting devolution and county governance in the Eastern Region to avoid duplication and promote synergies.
- Preparing and providing regular progress reports on the programme.
Main activities
- Coordinate and communicate with county-level partners regarding the programme’s activities, in close collaboration with the GoGo team in Nairobi.
- Strengthen the institutional capacity of county-level partner organizations in strategic planning, monitoring and evaluation, and financial management.
- Promote performance management, budgeting, and service delivery reforms, integrating gender-sensitive approaches and disseminating best practices across counties.
- Support partners through targeted organizational development measures that address identified capacity gaps.
- Design and implement capacity-building interventions, including training modules, training-of-trainers (ToT) concepts, and mentoring approaches.
- Organize and facilitate workshops and on-the-job training sessions (both online and in-person) for county staff and officials.
- Ensure the institutionalization and sustainability of acquired skills and knowledge within county structures.
- Produce timely and accurate reports, case studies, and policy briefs to document progress, challenges, and lessons learned.
- Contribute to programme coordination and cross-county learning.
- Remain flexible to perform additional tasks as required.
Qualifications and specialist knowledge
- Master’s degree (or equivalent) in economics, public finance, law, political science, public administration, public sector reform, development studies, sociology, international relations or regional planning.
- 10 years of professional experience in devolution, public policy, public financial management, performance management and/or public sector reform.
- Experience working with county governments staff and officials.
- Experience in conceptualizing, organizing and facilitating of Workshops and Trainings.
- Excellent understanding of the political, economic, and social context of Kenya, especially the Eastern region.
- Excellent diplomatic and communication skills.
- Strong project management skills with a solid understanding of preparing and managing budgets, and the ability to manage multiple tasks.
- Very good working knowledge of ICT technologies (related software, phone, email, internet) and computer applications (e.g., MS Office).
- Work experience in the context of international development cooperation is an advantage.
