Required Professional Experience:
- Minimum 3 years’ experiences in a proven security field (public, private, and government or NGO sectors). Choose appropriate:
- At least 1 year experience working with field security operations. Experience with UN Agency or NGO is an added advantage.
- Radio and/or Satellite phone communications experience, operations and management.
- No previous criminal record or convictions
- Experience in operating in high security risk environment/ armed conflict situations.
- Preference will be given to local applicants from Mandera County.
Required Education, Training
- At least a Diploma in the relevant field from a recognized institution.
- Police/Military/Law Enforcement Training.
- Ability to communicate well in English and Kiswahili (verbal and written) – particularly in a crisis situation.
- Computer literate (Word, Excel, PowerPoint).
Strategy and Planning
- Develop and implement the project area security and safety response plan in alignment with WV security policy so as to ensure the operational priorities of the project area are appropriately supported.
- Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures for the project area are completed in accordance with the current Office of Security, Safety and Resilience (SSR) guidelines and training.
Security Operations
- Lead all security and safety operations within the project area.
- Work with the Roving Field Security Officer (RFSO) to carry out Security Risk Assessments as required/directed.
- Country Risk Ratings for the project area are established and updated as required
- Ensure Core Security Requirements for the project area are implemented in line with Country Risk Ratings
- Provide input and support to management in crisis situations and critical incidents
- Conduct security investigations when required.
Networking and External Liaison/Engagement
- Represent WV Kenya at local NGO security network meetings within the project area and ensure information from these groups is disseminated to relevant staff in a timely manner.
- Security liaison with the local host government security agencies in coordinating security and safety of WV Kenya staff and assets within the project area.
- Build ongoing networks for sharing security information and coordination.
Capacity Building and Technical Training
- Coordinate routine security briefing for staff and visitors to the project area and conduct regular security training in liaison with the RFSO, for the project staff based on local security risk assessments.
- Seek to develop a culture of security awareness and monitor staff compliance.
Reporting and Documentation
- Provide regular security reports to the Project leadership team, the region and the Security, Safety and Resilience office.
- Ensure that all security incidents are reported in accordance with WV Security Policy.
- Collect, analyse and disseminate security information appropriately and in a timely manner.
