About the develoPPP Project
With its develoPPP programme, the German Federal Ministry for Economic Cooperation and Development (BMZ) promotes private-sector activities where entrepreneurial opportunities and development policy meet. Its core purpose is to foster public-private partnerships that deliver sustainable development outcomes while creating economic opportunities in developing and emerging markets. The programme supports diverse sectors by matching private sector investment with public funding and development expertise, with the aim of producing both business success and measurable development impact. The Digital Outsourcing Jobs for Kenya’s Youth DeveloPPP project aims to create sustainable employment for young Kenyans by strengthening their participation in the global digital economy. It addresses the mismatch between the growing demand for IT and outsourcing talent
from international companies in the global north (particularly in Germany) and the limited work-readiness, practical skills, and industry alignment of many local graduates. The project’s objective is to bridge this gap by equipping youth with market-relevant technical, soft, and cultural skills, while directly linking them to decent jobs in digital outsourcing and remote work. Overall, the initiative targets the training of 2,000 young people and the placement of at least 1,000 into high quality employment opportunities.
Responsibilities
A. Responsibilities
Supervision of grant implementation and coordination with grantee(s) and other relevant partners
Coordination of skilling activities with training partners, universities, and provision of technical advice to ensure successful achievement of demand led skilling with training institutions and the private sector;
Promotion of the cooperation with the private sector and other key stakeholders from training institutions, civil society, government, donors and international cooperation;
Coordination with the project leads in Kenya and with the develoPPP team in headquarters;
Coordination of monitoring and steering of the partnership projects, including updates for the programme monitoring system;
Support of knowledge management and communication of the projects;
B. Tasks
Manage a skilling grant and other measures in coordination with project partners (e.g. training institutions, private sector, etc): organization and moderation of planning workshops, preparation of partnership technical and contractual documents, advise during implementation, monitor expenditures and coordinate monitoring and documentation of agreed activities and results, as well as project communication;
Develop strategies, tools and concepts in the area of ITO and GBS domains to improve the implementation and achievement of results of the programme;
Organize consultancies (development of concepts, ToRs, contracting of consultants, coaching and guiding consultants, quality checks of consultant reports) and procurement;
Support the project team leads in the project management and coordination with headquarters;
Advise in technical issues in coordination with the other advisors and consultants.
Promote networking, cooperation and communication with relevant stakeholders, as well as the organization of internal and partner meetings and participate in relevant meetings directly related to the programme;
Provide data, information and feedback for regular programme progress monitoring and reporting;
Support and advice partners in communication related issues;
Document relevant activities, results and lessons learnt and share regularly information within the programme team;
Promote knowledge management.
C. Required qualifications, competences and experience
Qualifications
Bachelor’s degree or equivalent in a relevant field (IT, business administration, Technical Education or other programme related discipline). Additional qualifications in the area of
development cooperation and/or in the areas of skills development for employment promotion and/or private sector development are an asset;Proven knowledge of IT skills and private sector development.
Professional experience
At least 5 years of professional experience in skills development and private sector promotion. Vocational training and demand-led IT skills development are an asset;
At least 5 years of professional experience in project work and in the promotion of partnerships with private sector and networks with different stakeholders. Experience with training institutions and partnerships with the private sector are an asset.
Other knowledge, additional competences
Knowledge of tools on stakeholder management, skilling and private sector cooperation;
Good knowledge of GIZ processes and grant management with GIZ HQ;
Intercultural competence working with local and international teams;
Results and problem-solving orientation;
Presentation and facilitation skills.
