The "Promotion of Women Employment and Green Industry Project” funded by KOICA (Korea International Cooperation Agency) is a strategic response to pressing issues within the Technical and Vocational Education and Training (TVET) sector in Kenya. The project addresses youth unemployment, gender imbalances and is embedding environmentally sustainable practices in TVET (Green TVET). The initiative operates on the principle of fostering an inclusive and market-relevant dual training approach by building strong collaborations between industry and TVET institutions, with emphasis on nurturing the talents of young individuals, especially young women. The dual TVET approach (hereinafter called D-TVET) combines theoretical classroom learning at TVET Institutions with practical, hands-on experience in a company setting, providing students with a well-rounded skill set for immediate applicability in the workforce and contribution to economic growth.

The Vocational Training and labour Markets Advisor is responsible for:


  • Coordinating and managing implementation of projects activities in consultation with the project coordinator and in cooperation with the partners; organizes and moderates workshops, support project evaluation, communication and documentation of agreed activities

  • Guiding and coordinating the technical implementation of the project activities leading to achievement of project objectives

  • Promoting the dual TVET approach as the preferred approach for TVET

  • Developing ready-to-use strategies and technical concepts and Terms of References (TORs) including guidelines, manuals and procedures

  • Organizing M&E of the project (data management and systems) and specifically progress monitoring and reporting

  • Contributing to administrative roles of the project including report writing to the donor and evaluating contractors/consultant’s performance

  • Advising and providing support on promoting employment and strengthening the dual TVET approach through capacity development trainers and industry mentors.

  • Participating in relevant meetings directly related to Youth Employment and Vocational Training project

  • Networking, cooperation and communication with relevant project stakeholders
  • In consultation with the Project coordinator, communications advisor and project team, the Vocational Training and labor Markets Advisor supports the strategy and implementation of PR and marketing activities of the project.



B. Tasks

In coordination and collaboration with the Project coordinator, the Vocational Training and Labor Markets advisor performs the following tasks:

I. Core tasks

Develop gender mainstreaming measures for TVET institutions:


  • Design and implement strategies that address gender barriers in TVET

  • Develop and implement initiatives to promote mainstreaming in TVET

  • Support the development of gender mainstreaming guidelines in collaboration with TVET institutions and short-term experts

  • Ensure the adoption of gender mainstreaming task and guidelines by the TVET institutions

Company Engagement:

  • Initiate and strengthen partnerships between companies and TVET institutions to enhance work-based training opportunities for dual TVET.

  • Lead the planning, organization and follow-up of regular Training Institution–Company Coordination meetings, ensuring effective communication, alignment of expectations, and joint decision-making between industry partners and TVET institutions.

  • Coordinate the organization of Industry Sectoral Meetings, including sector mapping, stakeholder engagement, agenda development, and documentation of outcomes, to support industry-driven skills development and strengthen collaboration between the project, industries, and TVET institutions.

  • Support quality assurance mechanisms by offering technical advice and support to companies and TVET institutions on adhering to processes, standards and guidelines in dual training

  • Support the development of tools, guidelines, and documentation that enable consistent and high-quality cooperation between companies and TVET institutions.
  • Ensure active mainstreaming of gender and green skills integration in the project.


Project Coordination and Management:

  • Facilitate dialogue between TVET institutions, companies, and government agencies.

  • Oversee and coordinate the implementation of vocational training and labour market measures within the assigned areas of responsibility, ensuring alignment with project indicators and outcomes.

  • Develop, manage, and regularly update project plans and activity schedules to ensure the achievement of project indicators and outcomes.

  • Ensure timely follow- up on agreed actions, identify implementation challenges, and propose solutions in consultation with the Project Coordinator and relevant partners.


Monitoring and Evaluation:

  • Conduct monitoring and evaluation activities in line with the project’s M&E framework and GIZ standards.

  • Assess progress of project indicators by ensuring timely data collection, analysis, and reporting against the project design matrix

  • Evaluate the effectiveness and integration of gender-mainstreaming measures within the project and provide recommendations for implementation

  • Coordinate with TVET institutions, companies, and relevant stakeholders to ensure timely and accurate submission of data and information


II. Knowledge management

  • Documentation of lessons learned, success stories, challenges, and innovative practices, and present these insights during team meetings and planning sessions.

  • In close coordination with the Communications Advisor, facilitate effective communication and information exchange among project stakeholders to ensure coherence and shared understanding of project approaches and results.

  • Ensure high-quality, impact-oriented external representation of the project, including preparing technical inputs and participating in partner meetings, workshops, conferences, and seminars to present project achievements, methodologies, and learning.

  • Maintain well-organized and up-to-date project documentation and digital filing systems, ensuring accessibility, accuracy, and compliance with GIZ knowledge management requirements.
  • Support the development and dissemination of knowledge products, such as reports, case studies, and presentation materials, to foster learning

Required qualifications, competencies, and experience Qualifications

Bachelor’s degree in a relevant field such as Business Administration, Technical Education, Economics, Social Sciences, Communications, or a related discipline.

At least five years of professional experience ideally in the areas of Dual TVET, skills development, and employment promotion. (experience in development cooperation is preferred)

Strong understanding of the Dual TVET approach, the Dual TVET Policy and its application within TVET institutions and industry settings.

Proven experience in facilitating dialogue between TVET institutions and companies, with demonstrable ability to establish, strengthen, and manage strategic partnerships with the private sector.

Demonstrated skills in workshop moderation, organisation of learning and exchange platforms, and ability to provide high-quality technical advisory support.

Strong strategic thinking skills and ability to translate concepts into practical approaches and tools.


Professional experience

  • A minimum of seven years of relevant professional experience in a similar position

  • Experience supporting TVET institutions on measures such as teacher training, curriculum development, gender mainstreaming, and institutional capacity development.

  • Experience in the design, application, and implementation of monitoring and evaluation tools, including data collection and analysis.

  • In-depth and up-to-date knowledge of the TVET sector in Kenya, its reforms, stakeholders, and labour-market dynamics.


Additional competences

  • Strong ability to work effectively with private sector partners, government, and training institutions, demonstrating diplomacy, coordination, and stakeholder management skills.

  • Excellent communication skills (written and verbal) and ability to prepare clear technical documents, presentations, and reports.

  • Outstanding management, organisational, and problem-solving skills, with a high level of attention to detail.

  • Ability to work independently as well as in an international and decentralised team environment.

  • High degree of adaptability and willingness to upskill as required by evolving tasks, responsibilities, or project needs.
  • Proficient in MS Office applications and digital collaboration tools.


Duration of the Assignment:

Initial contract up to 31st December 2026 with a possibility of extension
