Description
  • Hold a master's degree or any other equivalent qualification in agricultural economics, agronomy, business administration, regional planning and development or in a related field, obtained from a recognized university.
  • Demonstrate twelve (12) years of relevant experience combining economic and quantitative analyses with a strategic commitment to the development of agribusiness, value chains, and agricultural and rural development;
  • Demonstrate skills in the planning and implementation of strategies and programs related to the sustainable intensification and diversification of agricultural production systems, as well as the development of agribusiness within inclusive and sustainable value chains, in the context of agricultural and rural transformations aimed at ensuring food security and poverty reduction;
Responsibilities
  • Lead the development and implementation of ECOWAP in the region, with an emphasis on supporting Member States;
  • Mobilize the technical and financial resources necessary for the implementation of regional programs;
  • Oversee the implementation of the regional agricultural program in collaboration with other regional integration bodies;
  • Conduct high-level analyses of the agricultural sector and develop innovative programs to address the sector's challenges;
  • To keep informed of rapid technical, political, social and economic developments in the various agricultural sub-sectors;
  • Coordinate relations between the agricultural sector and related sectors (trade, customs, free movement, industry, agricultural research);
  • Develop an innovative dialogue framework between stakeholders, including farmers, policymakers, technical and financial partners, researchers and traders;
  • Coordinate a network of technical specialists and decision-makers in Member States to ensure the effective implementation of ECOWAP programmes;
  • Implement a monitoring and evaluation mechanism for the agricultural sector;
  • Organize the Management effectively, with clear hierarchical links, minimal bureaucracy, and optimal delegation of responsibilities and powers;
  • To work, as needed, with the parliamentary committee specializing in regional legislation;
  • To lead the promotion of value chains and the common agricultural market.
