As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.Tanzania’s coastal regions, stretching 1,424 kilometres along the Indian Ocean, are an important part of Tanzania's development prospects. These regions are characterized by rich biodiversity and ecosystem services, as well as vibrant communities that contribute significantly to the country's economy, mainly through tourism and maritime trade. The coastal regions provide millions of people with sources of income and food, mainly from fishing and agriculture/ aquaculture, both at the subsistence and commercial levels. The Blue Economy (BE) is seen by many stakeholders, particularly the government, as a promising sector for unlocking untapped potential, protecting natural resources, and improving the resilience of these vulnerable coastal and marine ecosystems. This raises high hopes and promises to promote socially just, environmentally friendly or even nature-positive economic growth in blue economy value chains. Ensuring the protection and conservation of biodiversity while achieving economic growth requires joint leadership and action by governments, the private sector, civil society, and international actors at all levels. Ocean and coastal management must become more holistic, inclusive, and effective, and Tanzania must focus on developing an inclusive and sustainable blue economy (ISBE).

The project “Stawi Bluu – sustainable blue businesses in Tanzania” is jointly co-financed by the European Union (EU) and the Federal Ministry of Economic Co-operation and Development (BMZ). The project is part of and contributes to the Team Europe Initiative “Blue economy for job creation and climate change adaptation” in Tanzania. On the other hand, the project is an integrated part of the BMZ funded regional programme ProsperBlue. The outcome of the project is to promote sustainable and job-intensive businesses in blue economy, including productive uses of the marine and coastal ecosystems.

This will be achieved by establishing business incubators, promoting investment in blue economy enterprises, and facilitate access to financial products to drive sustainable economic development and growth in this sector. To support blue economy enterprises and promote private sector investment, the project aims to maintain an enabling environment and support mechanisms for business development and entrepreneurship (Output 2). By promoting sustainable fishing and aquaculture practices, value addition, innovation, and technology application, inclusion and sustainability are promoted by creating income opportunities and improving value chains, while ensuring sustainable growth through efficient and sustainable, i.e., environmentally friendly, practices (Output 1). Finally, the project supports the transition of the coastal tourism sector to a greener, more resilient model by supporting community-led management of coastal and marine ecosystems, promoting the introduction of innovative products, destinations, and attractions along the coast, and highlighting natural and cultural heritage sites (Output 3). The project builds on the experiences and approaches of the regional project ProsperBlue and can build on and scale up the integrated approaches of the earlier EU-funded Blue Economy program “Go Blue” from Kenya.

The Component Lead Output 3 will drive Tanzania’s transition toward a greener, more inclusive and diversified coastal tourism sector by providing strategic leadership, technical direction and partner coordination for all activities under the Output. She/he will lead the design and implementation of sustainable tourism interventions across multiple coastal destinations, oversee tourism TVET reforms and workforce development, strengthen sustainability standards in collaboration with local tourism stakeholders, and guide community-engaged destination development. The role requires strong leadership, technical expertise in sustainable tourism, and the ability to coordinate a large network of government, private sector, development partners and community actors.

The role ensures the delivery of three intervention areas:

1. Skills Development & Matching (TVET) in sustainable tourism

2. Coastal Destination Development and Management

3. Promotion of Sustainability Standards & Sector Greening

The Component Lead will ultimately ensure coherence with Outputs 1 and 2, leads collaboration with government, private sector, and implementing partners, and is responsible for overseeing national and international contracts and staff assigned under Output 3.
