A. Brief Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in cooperation with the Somalia Federal Ministry of Interior and Federal Affairs, is implementing various projects in Somalia, across multiple sectors and regions. One of the projects is the project “Promotion of climate resilient for food security in Jubbaland”.
The proposed new transitional development assistance project aims to improve food and nutrition security and strengthen the resilience of selected communities in Jubaland by integrating disaster risk management and climate adaptation measures.
It has three outputs:
Output A will be implemented in close cooperation with JMoAI in order to anchor the necessary capacities and structures as well as expertise there and to create the conditions for potential scaling in terms of an exit strategy (see chapter 5.2). Key milestones of Output A are the dissemination of cultivation practices of nutrient-rich and climate-resilient varieties, as well as practices to improve daily nutrition.
Output B focuses on income-generating measures, especially in the areas of reducing post harvest losses, storage and preservation/processing of agricultural products. This can mitigate seasonal food shortages and is closely related to output A. Income-generating measures are also envisaged in the non-agricultural sector, for example to reduce the risk of crop losses or failures.
The aim of Output C is to ensure a poverty-sensitive water supply as an important component of food security for the vulnerable population in peri-urban Kismayo. The "Urban Food Security Project", which expires in November 2023, was able to significantly improve the drinking water supply in Kismayo through close cooperation with other donors and the institutionalization of JUWA, which was newly founded as part of the ÜH project.
This position will be responsible for the implementation of Output A. The aim is to improve capacities towards nutrient-rich food production for the population in the project region. In doing so, measures of site-adapted agriculture and disaster risk management are used. The action will be guided by a participatory risk analysis of disaster and climate risks and potentials relevant to the food security of the target group. It is intended to cover climate risks, including the vulnerability and exposure of households of internally displaced persons as well as host communities and the agricultural sector. The prioritization of options for action will then be carried out via a cost-benefit analysis. The project will support target municipalities in implementing some of the measures identified by the study. In order to increase awareness in the field of nutrition, locally adapted nutrition education measures are carried out at target group level with a special focus on women.
A. Responsibilities
Under the strategic guidance of the Head of Project, the Component Manager has the following tasks and responsibilities:
Responsible for the planning, monitoring and reporting of Coordination and Implementation of the Agriculture Component /Output 1 in Kismayo Lower Juba.
Strategic engagement with all actors (beneficiaries, implementing partners, experts, government, field staff, etc)
- Close cooperation with Ministry of Agriculture and Irrigation and the community
- Contributes to project operational planning and budgeting and tracks performance of project activities against operational planning to ensure attainment of overall project indicators und contributes towards tracking expenditures against spending targets
- Briefs and advises the project management team on project activities and strategic decisions
- In liaison with project lead and office coordinator, represents the project in relevant
forums
The Programme Component Manager performs the following tasks:

leading the implementation of Output 1, ensuring indicator achievement on yearly basis
working closely with the targeted communities in Luglow in Somalia, through weekly visits of the farms and ongoing dialogue and mentoring of the farmers in developing better planting, cultivation, and harvesting techniques, improving crop yield, and solving problems
working closely with and advise the Ministry of Agriculture and Irrigation, especially in researching and promoting agricultural strategies to counter the effects of changes in soil, climate, weather, and pest damage
supporting the Ministry of Agriculture and Irrigation in training (classroom and on the job) of Extension Workers
technical management of experts in the project, leading national and international consultants
providing professional advice to partners and cooperating with key sector stakeholders
initiating the integration of nutrition-sensitive activities and implementing strategies across sectors to ensure the operationalization of the conducted research analysis
innovation and knowledge management and communication of innovations to the projects broad target group
keeping detailed records regarding farms, farmers, crops, and samples
conducting training on products and techniques through educational presentations
developing planting and irrigation schedules, budgets, and timelines.
Ensures a timely completion and submission of field reports as requested and contributes to donor reporting
Construction supervision as required
Technical supervision of consultants and technical experts
Regular site visits to provide updates on progress, advice partners as well as ensure compliance with agreed modalities of implementation

B. Required qualifications, competences and experience
Qualifications
- Bachelor’s degree in agronomy, agriculture, or a related field or equivalent. Masters in agriculture an added advantage
- Additional certifications in nutrition and/or climate change desired
Professional experience
10 years of relevant work experience in the agriculture field, 5 years in
nutrition-sensitive agriculture
5 years of experience working in an international development agency
3 years ofworking experience in the context of climate change and post-harvest management, respectively
1 year experience working with pastoralists
3 years experience building the capacity of institutions
Other knowledge, additional competences
Willingness and ability to permanently life in Kismayo, with weekly visits to the project area in Luglow
Excellent team-working and communication skills as well as excellent organizational, intercultural and interpersonal competence
Ability to work outside, stand, walk, kneel, and stoop for extended periods due to the nature of the work in the agricultural fields.
Professional experience in project management, monitoring and evaluation, report writing, data analysis
Proficiency with computers, especially MS Office and diagnostic scientific software
Integrity, loyalty, negotiating skills; ability to build strong relationships with partners and stakeholders
- Ability to apply good judgment in the context of assignments given, ability to plan own work and manage conflicting priorities
- Good communicator capable of articulating issues
