GIZ is a federally owned enterprise operating worldwide, assisting the German Government in achieving its policy objectives in the field of international cooperation. It offers demand-driven, tailor-made and effective services for sustainable development worldwide. In Tanzania and across the region GIZ supports the Government of the United Republic of Tanzania and the EAC in attaining their development goals.
Energising Development (EnDev) is a multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services. Tanzania is at a pivotal moment for clean cooking. With a new National Clean Cooking Strategy targeting 80% household access by 2034, the country is developing a growing number of higher-tier cooking (HTC) companies, attracting increasing interest from carbon finance and impact investors. EnDev is launching a new country project addressing this topic and is therefore looking for engaged personnel to contribute to this national priority. In Tanzania, EnDev exclusively works on the promotion of access to modern clean cooking, specifically higher-tier cooking through renewable energy, through the private sector. The focus of EnDev Tanzania lies on supporting high-potential large and medium-sized companies further increase their scale.

Responsibilities
Plan, implement, and quality-assure the Access to Finance, Carbon Finance Readiness,
and Digital Transformation workstreams; manage budgets, contracts with external
specialised service providers, timelines, risks, and partner interfaces; lead
monitoring, data quality, and knowledge products; ensure compliance with GIZ
procedures and safeguards.
Specific Tasks
Access to Finance
Coordinate activities with GET.invest, the leading European programme that mobilises
investment in clean energy, to facilitate access to finance of HTC companies.Design, implement and monitor complementary Business Development Services through local service providers for those companies not reaching the level required by
GET.invest.Act as a business scout and support HTC companies wishing to enter the Tanzanian
market.Support linkages between Tanzanian companies with European actors (companies,
investors, joint venture support, etc.).Support the further development of EnDev Tanzania’s clean cooking market development
approach.
Access to Carbon Finance
Design, implement and monitor activities to increase the carbon finance readiness of
HTC companies, in coordination with the EnDev Headquarters and other EnDev
projects in the region, as well as external implementation partners and service
providers.Coordinate the technical assistance activities carried out by specialised service
providers.
Digitalisation
Design, implement and monitor activities for the digital transformation of HTC
companies (digitalisation of operations, digital inventory management, introduction of CRM platforms, digital Monitoring Reporting and Verification - dMRV, payment tracking and accounting), in coordination with the EnDev Headquarters and other EnDev projects in the region, as well as external implementation partners and service providers.Support HTC companies on topics such as data governance, data protection and regulatory compliance (TCRA guidelines).
Coordinate the technical assistance activities carried out by specialised service
providers.
Other tasks
Promotion of synergies and partner management
Identify and promote synergies and cooperation with other GIZ operations, development partners, sector associations, education, and research institutions in the HTC sector.
Maintain and cultivate sound relations with the public sector, sector stakeholders, development actors as well as the private sector.
Knowledge management, M&E and other tasks
Prepare and implement activities such as events, conferences, webinars, workshops, assessments, studies, pilots and field research as needed.
Regularly update the project manager and EnDev team members on the progress of ongoing and planned activities and key sector trends.
Support the preparation of reports and project proposals as needed.
Support/lead the preparation of factsheets, presentations, articles and other communication and visibility materials as needed.
Support EnDev Tanzania in monitoring and evaluation including the data collection, verification, and analysis and documentation of lessons learned from the market development and other activities.
Supervise and guide consultants.
Comply with procedures within GIZ, such as tenders and contracts with third parties.
Other Duties/ Additional Tasks
Perform other duties and tasks at the request of management.
Qualifications
Bachelor’s degree in economics, business, finance, IT/Information Systems, engineering, or similar degree. Master’s degree is an added advantage.
Professional experience
At least 5 years of professional experience, of which a minimum of 3 years in clean cooking, off-grid energy, or closely related energy access markets.
At least 3 years of relevant professional experience in SME finance, investment readiness, or financial intermediation in Sub-Saharan Africa.
At least 2 years of active engagement with the private sector.
At least 1 year of relevant professional experience with data analysis or digital processes; experience with dMRV or IoT data preferred.
Other knowledge, additional competences
Ability to process, analyse and synthesise complex technical information from different disciplines in the areas of energy, business, financial services, digitalisation among
others.Ability to network, build and maintain professional relationships with government, development partners and private stakeholders.
Comprehensive understanding of the Tanzanian HTC sub-sector and its trends.
Exposure to ICS carbon methodologies, MRV systems, or carbon project documentation.
Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint) as well as online meeting and conference tools.
Project and contract management skills including steering multiple tasks under tight deadlines.
Strong organisational skills, self-motivation, and ability to work independently.
Highly motivated to work in a multicultural and inter-disciplinary team.
Excellent oral and written English language skills.
Excellent communication, organisation, and presentation skills.
