Description

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.

Since 2004, GIZ has partnered with the African Union (AU) to promote inclusive growth and sustainable development in line with Agenda 2063: The Africa We Want. With around 250 staff, GIZ African Union support programmes cooperate with the AU Commission (AUC), AUDA-NEPAD and other AU institutions at continental, regional and national levels in more than 40 member states.

The programme Integrated Corridors for Economic Growth in Africa (Africa InCORE) supports the AUC and AUDA-NEPAD in implementing the Programme for Infrastructure Development in Africa (PIDA). The programme aims to transform selected transport corridors into economic development corridors through integrated planning, infrastructure project preparation, investment mobilisation and stronger private sector participation across transport, energy, ICT and industrial value chains. Africa InCORE currently supports the Central Corridor and North-South Corridor.

Since 2021, GIZ has supported the Central Corridor, managed by the Central Corridor Transit Transport Facilitation Agency (CCTTFA) in Dar es Salaam. The corridor comprises Burundi, DRC, Malawi, Rwanda, Tanzania, Uganda and Zambia and serves as a pilot for the transformation from a transit transport corridor into a Green Economic Development Corridor (GEDC). Four priority regional value chains have been identified: E-Mobility, Agri-Business, Iron & Steel, and Pharmaceuticals, with a pipeline of 20 Catalytic Anchor Projects (CAPs).

GIZ Africa InCORE seeks to recruit an Infrastructure and Corridor Development Advisor to support the implementation of Africa InCORE activities for the Central Corridor, including its transformation into a green economic development corridor and enhanced private sector engagement.

In this context, the Position Holder will work and deliver on the following roles and responsibilities.

Responsibilities & Tasks

• Support the preparation of selected infrastructure projects for readiness to enter the AUDA-NEPAD Service Delivery Mechanism (SDM) for project preparation, including the preparation of Project Notification Reports (PNRs), investment briefs and project workplans.

• Coordinate, and participate in, the regular SDM working group between CCTTFA and AUDA-NEPAD to ensure the timely implementation of agreed measures for the advancement of selected infrastructure projects.

• Support the design and implementation of private sector engagement formats (investor roundtables, B2B matchmaking events, business roadshows) to promote infrastructure projects and corridor-related investment opportunities, including communication materials, project fact sheets and other investor outreach products.

• Support the design and implementation of capacity development activities for CCTTFA and other corridor management institutions on green economic corridor transformation, infrastructure project preparation, investment promotion and PPP.

• Provide inputs to the African Union's continental guidelines on integrated corridor development, drawing on lessons from the Central Corridor experience.

• Ensure systematic knowledge management, documentation and visibility of Africa InCORE-supported activities in the Central Corridor, in coordination with the programme's and GIZ Tanzania’s communications and M&E teams.

• Support the procurement and contracting of consultants and other service providers, including drafting of ToRs, contract monitoring and steering of consultants.

• Support the project team with other assignments, as required.

Qualifications

• Advanced university degree in economics, finance, business administration, development studies or social sciences, engineering, or related field.

Professional experience

• Infrastructure development, project preparation and investment promotion at regional or national levels on the African continent.

• International development cooperation, including proven experience in GIZ or comparable bilateral/multilateral development organisations, with solid familiarity with GIZ project management standards and procedures.

• Multi-stakeholder management involving public and private sector actors in infrastructure development, infrastructure finance and/or industrialisation in Africa.

• Advisory to senior institutional counterparts at regional or national level, with strong diplomatic skills and intercultural competence.

• Familiarity with the geographic area and institutional landscape of the Central Corridor is a significant advantage.

Other knowledge, additional competences:

• Strong conceptual thinking and the ability to translate strategic priorities into practical advisory and programme activities.

• Strong self-organisation and oversight of parallel processes, with the ability to set and manage priorities across a complex programme environment.

• Strong analytical, interpersonal, communication and networking skills.

• Quick comprehension of new subject matter and an eye for new project opportunities.

• Very good working knowledge of computer applications (e.g. MS Office) / digital literacy, including the use of Artificial Intelligence solutions.

• Strong team player in an international and intercultural team.

• English at least on C1 level.

• French at least on B2 level is a significant advantage.
